KARACHI: Proposed promotions in police dept set to cause resentment

KARACHI, July 28: Two officers of the Sindh police, who joined the department on deputation, are likely to be promoted to the rank of DIG in BS-20.
Sources said the summary for the promotion of Mohammed Malik and Dost Ali Baloch was with the Sindh chief minister for his approval and a notification to this effect would be issued very shortly.
They said the proposed promotion of these two officers sent a wave of resentment among the officers of the provincial police cadre, who are also called rankers, as they claimed that senior police officers were being ignored and ‘officers on deputation’ were being promoted.
The sources said Mohammed Malik was an additional director in Grade-19 in the FIA and his services ‘on requisition’ were placed at the disposal of the Sindh government through a notification {3/7/95-Estt. (FIA)}on Oct 5, 2007.
They said he joined the Sindh government the following day and on Oct 8 his services were placed at the disposal of the provincial police officer, who posted him as SSP (Investigation), South Zone, and later as SSP Traffic at the driving licence branch.
The sources said the officer on deputation from the FIA was permanently absorbed in the Sindh police department on October 31, 2007 through a notification {SO III (S&GAD) POL-7-60/2005}.
They said that finally on Nov 19, Mr Malik was promoted to BS-19 under Section 9/A of the Sindh Civil Servants Act 1973 through a notification (SOIIIPOL-6-XII/2001).
The sources said the Sindh government through a notification assigned seniority to Mohammed Malik in BS-19 on March 27, 2008.
They said that Mr Malik had originally been an inspector in BS-11 in the income tax department and had joined the FIA on deputation on a ‘technical seat’ to assist FIA investigators in tax evasion cases.
They said that Mr Malik even did not undergo one-year police training required for a police officer. They said the officer only completed three-month police training at the Saeedabad Police Training Centre from Nov 16, 2007 to Feb 15, 2008.
The sources said the Sindh government had created three posts to expand the provincial police cadre up to BS-19 through a notification in August 2003.
They said the provincial finance and cooperation department agreed to create three posts of BS-19 police officers belonging to the provincial police cadre being 10 per cent of the total 30 posts in BPS-19.
However, they said, the posts were meant for the rankers whose parent department was the Sindh police.
They said that Dost Ali Baloch had been an assistant director in BS-17 in the Intelligence Bureau before he joined the Sindh government on June 6, 1994 on deputation as DSP.
The sources said Mr Baloch, who had joined the IB on July 13, 1986 in BS-17, was promoted by his parent organisation to the post of BS-18 on Sept 26, 1995 while he was still on deputation in the Sindh police.
They said he was assigned seniority in BS-19 in the provincial police cadre on Nov 19, 2003 and continued to work on deputation in the police department till Oct 14, 1998 when his services were permanently absorbed in the Sindh police.
The sources said Mr Baloch was promoted to the rank of BS-19 on April 2004.
They said the third officer promoted in the BS-19 was Muhammed Farooq Awan, who had joined the police force as an ASI on Jan 18, 1982.
The sources said Mr Awan was promoted out of turn to the post of DSP on July 9, 1998 and was promoted to the rank of SP in BS-18 on Feb 27, 2002.
They said that the then chief minister granted out-of-turn promotion to Mr Awan to BS-19 on Nov 19, 2007.
The sources said Farooq Awan even did not meet the requirement laid down under the Sindh government rules for promotion in BS-19.
They said that under the S&GAD rule No. SOIX-Reg (S&GD)/11/11-81 promotion to BS-18 required minimum five years of service in BS-17 and promotion to BS-19 required minimum 12 years of service in BS-17.
The sources said there were 45 SPs in the Sindh police as per the seniority list of the SPs sent to the chief secretary from the office of the PPO on Sept 6, 2007.
They said Mr Awan’s name was 12th on the list.
