The notification made it clear that the favour achieved through next scales under this package would be deemed as personal scale to the extent of financial benefits and these scales would not affect the substantive scales of any category of teachers and rights of their seniority etc.

The notification also declared that in future the appointment as primary teacher (BPS-7) shall be made on the basis of basic qualification of FA/FSc with one-year training course and direct appointment as junior teacher (BPS-9) shall be made on the basis of basic qualification of BA/BSc and CT.

According to the prevailing rules of 1994, minimum qualification for induction as primary is matric (2nd) division with PTC.

The government shall amend the service rules accordingly, the notification said.
