KARACHI: Reshuffle in city govt continues

KARACHI, June 4: The Sindh government has posted back Iftikhar Ali Kaimkhani as the Executive District Officer (EDO) of the master plan group of offices in the city district government of Karachi by withdrawing an earlier transfer order.

Just two days ago, the provincial government had posted the outgoing Lyari Development Authority Director-General, Mirza Atiq Baig, as the EDO master plan group of offices in place of Mr Kaimkhani.

Mr Baig, who held dual responsibilities in the city government and the Karachi Building Control Authority, was allowed to assume his new responsibilities by City Nazim Syed Mustafa Kamal in compliance of the Sindh government’s order on Tuesday.

However, the provincial government issued another order on Wednesday, transferring Mr Kaimkhani back to the master plan department. The nazim again allowed Mr Kaimkhani to resume work. Under the fresh orders, Mr Baig has been directed to continue with his previous responsibility as the controller of buildings.

So far, the provincial government has issued transfer orders of EDOs of the revenue, education, agriculture, master plan and works and services departments and replaced chiefs of the Karachi Water and Sewerage Board and the KBCA. Besides, the Sindh government has also transferred and posted director-general of the LDA.

After the cabinet’s decision to put an end to contractual employment, the Sindh government posted Rizwan Ahmed as director-general of the Malir Development Authority. However, the government withdrew its notification and allowed Ameerzada Kohati to continue working as head of the MDA in violation of an approved policy of the cabinet that bans re-employment on a contract basis. No time period of his employment is mentioned in the order while he has been directed to continue working till further orders.

Sajjad Hussain Abbasi, who was working as EDO (Revenue) in Dadu, was posted as EDO Revenue in the city district government of Karachi in place of Swaleh Farooqi.

EDO Agriculture Shabbir Ahmed Bharat was replaced by Sami Ahmed Siddiqui. But within three days of this order, the Sindh government issued another order through which Mr Siddiqui was relieved and Mr Bharat was posted back to his previous position.

The transfer order of outgoing EDO Education Fakhar Karim Siddiqui has been issued for the third time during the last one month. Under the latest move, the government has posted Ibrahim Kunbhar.

Besides, the government posted Iqbal Mahmood Lakho as EDO Works and Services. However, the city government refused to comply with the order. At present, Amanullah Chachar is working as head of the department.

The chiefs of the KBCA and the KWSB, Rauf Akhtar Farooqi and Ghulam Arif, respectively, were removed from their positions. They were replaced by Manzoor Qadir and Suleman Chandio as new chief controller and managing director, respectively.

The provincial government also replaced LDA DG Mirza Atiq Baig with Safdar Ali Agha. But within days, the government reversed its order and posted Agha Masood Abbas as new head of the LDA.

In another development, the city nazim gave additional responsibilities of EDO Finance and Planning to District Officer (Accounts) Munawwar Imam in the absence of Naila Wajid, who has been on leave.
