KARACHI: College student’s expulsion suspended

KARACHI, Feb 28: The Sindh High Court suspended on Thursday the expulsion of a student from a private college for flunking two consecutive internal examinations.

Plaintiff Bilal Maqsood submitted through Advocate Yousuf Moulvi that he could not prepare for the exams because of a death in the family.

He said he paid Rs63,000 as fees for admission to intermediate (commerce group) after qualifying the entry and aptitude tests and obtaining the requisite grade in the matriculation examination.

He could not seek admission to any other college now and his expulsion would ruin the whole academic year. He requested the college to reconsider its decision and gave an undertaking that he would strive to improve his performance but it declined to review its decision, which was taken without the approval of the registering authority.

The college in its expulsion order said Bilal had performed miserably despite repeated warnings. He failed in six subjects each in the bi-monthly and mid-term tests.

Justice Nadeem Azhar Siddiqui, who heard the suit, issued a notice to the defendant college and in the meantime suspended the expulsion order in view of the irreversible loss to be suffered by the plaintiff. The college was asked to let him continue his studies.

Encroachments

Meanwhile, a division bench consisting of Justices Munib Ahmed Khan and Farrukh Zia Shaikh ordered removal of all encroachments made on a 100-feet wide road in Baldia Town within 15 days. The city nazim shall have to be render an explanation should the city district government and the town administration fail to comply with the direction, the bench warned and asked CDGK counsel Manzoor Ahmed to convey the court’s order to the authorities at the earliest. The petition was adjourned to March 13 for further proceedings.

Another division bench comprising Justices Yasmin Abbasy and Dr Qamaruddin Bohra issued notices to the respondents for March 4 in a petition alleging appointments in the A.Q. Khan Institute of Bio-Technology and Genetic Engineering, University of Karachi. Petitioner Mansoorul Haq submitted through Advocate Gohar Iqbal that he was being discriminated against for filing a petition against the authorities to question irregularities committed by them.
