KARACHI: Niamat files evidence in SHC against recruitment
KARACHI, Sept 19: Former nazim of Karachi Niamatullah Khan submitted several documents as evidence in the Sindh High Court on Wednesday against alleged illegal appointments in provincial departments.
A division bench of the SHC, comprising Chief Justice Sabihuddin Ahmed and Justice Faisal Arab, was hearing Mr Khan’s petition seeking direction for the Sindh government to make all appointments on merit through the Public Service Commission under the SHC supervision and in accordance with the constitution.
The applicant’s counsel, Syed Abdul Waheed, submitted the documents containing records of some candidates who were selected on merit for government jobs in early 2007 but had not been posted in the provincial departments.
These candidates had passed all written and physical tests and been directed to get their appointment letters from the DCO concerned. But despite the passage of about six months no appointment letters had been issued to them.
He also submitted documents showing that some citizens had given their properties to government officers for running schools on condition that they would be provided suitable official jobs. But they were still waiting for appointment letters and posts according to their status as allegedly promised by the officers.
Acting AG of Sindh Anwer Mansoor, appearing on a court notice, sought more time to file comments. He stated that the comments were ready but some important points were to be discussed with the authorities concerned.
The division bench put the documents filed by Niamatullah Khan on record and, allowing the AG’s request, adjourned the matter to Oct 5.
Mr Khan in his petition submitted that the people of Sindh were facing great hardship due to non-availability of government jobs, banned for the last many years. Despite the ban, workers of the ruling Pakistan Muslim League (PML-Q) and the Muttahida Qaumi Movement (MQM) were allegedly being secretly provided jobs in government departments, completely ignoring eligible persons, in violation of Article 199 of the Constitution as well as the fundamental rights.
According to reports, the PML-Q and the MQM distributed their 50 per cent each quota in government jobs, which was illegal, unlawful and against the constitution.
Naming the Sindh chief secretary, home and education secretaries and others, the former city nazim prayed that they be directed to submit the list of appointments made in the last five years with brief description, policy and procedure adopted for these appointments.
It was also prayed that the court take action against those who violated the rules and regulation and article 199 of the constitution by making appointments on a political basis.—PPI
