Two more SHOs asked to submit comments: Public complaints against police

RAWALPINDI, Aug 8: Courts here on Wednesday directed two station house officers (SHOs) to submit their written comments for not registering first information report (FIR) to the satisfaction of the complainants, as people continue invoking courts against the police highhandedness and non- cooperative attitude.

In the first case, Additional District and Sessions Judge Rana Nisar Ahmed Khan ordered the SHO of New Town police to submit his written comments on Thursday for not registering an FIR of a theft case on the complaint of a woman some three months ago.

Samina Naz, a widow living at Satellite Town, in her petition said she rented a house of Agha Abdul Rasheed five months ago. She said her relation with the landlord strained after one day he came to her house drunk and demanded more money though she had already paid the rent. She said he abused her and threatened her with dire consequences.

The woman alleged that when she returned from the Holy Family Hospital after a medical checkup on May 1, she found the locks of her house broken and a fridge, a computer monitor, gold jewellery and Rs20,000 in cash missing.

She said she informed the landlord about the incident and approached the area SHO to register a case but to no avail. Again on July 30, she found the locks broken and carpets, furniture and other household items missing, when she returned from shopping.

The petitioner said when she informed the landlord about the theft of the valuables worth Rs200,000, he started threatening her not to pursue the matter.

The woman prayed the court to order registration of an FIR and arrest of the accused.

In the second case, the Additional District and Sessions Judge Mohammad Azam ordered the SHO of R.A. Bazaar to submit his written comments on August 10 why he did not register an FIR on the complaint of a taxi driver who was allegedly beaten up and robbed by some policemen on August 4.

Asad Razzaqi in his application said a police vehicle intercepted him on the Dhoke Syedan road near Kamalabad and the officials asked him to produce the documents of his taxi. When he showed the papers, one of the police constables demanded bribe.

However, upon his refusal to pay the bribe, the enraged policemen beat him up and also damaged his taxi.

They also snatched his wallet containing Rs6,500 along with his national identity card, driving licence and some visiting cards.

The police officials threatened to kill or implicate him in a false case if he disclosed the incident to anybody. He said he went to the SHO for registration of a case against the policemen but without success.
