KARACHI: Boiler blast site awaits inspection

KARACHI, July 25: No government official turned up to inspect the boiler explosion site on Wednesday despite the fact that Sindh Minister for Labour and Industries Adil Siddiqui had ordered an inquiry to ascertain the causes of the blast that killed nine people.

Official sources said that a report -- based on Tuesday morning inspection of the boiler parts soon after the explosion -- would be submitted to the minister who had constituted a probe committee, headed by director labour and manpower, to ascertain the causes of the explosion. The committee was asked to submit its report within two days.

The director labour left for home early as he was not feeling well, his office staff told Dawn on Wednesday.

Despite many attempts, the Sindh Labour Department secretary, Nasr Hayat, could not be approached for comment. When Sindh Minister for Labour and Industries Adil Siddiqui was contacted on Wednesday evening, his operator Sohail said the minister was asleep and no one knew when he would wake up.

‘Qatl-bis-sabab’


However, police registered a case against the factory owner, Akhtar Hussain Baloch, and two boiler operators Mohammad Ahsaan and Mohammad Sohail. The FIR 359/07 was registered under Sections 322, 337/H-2, and 427 of the Pakistan Penal Code.

Section-322, titled “Punishment for qatl-bis-sabab” reads: “Whoever commits qatl-bis-sabab shall be liable to diyat.” The Section-322 is defined in Section-321 which reads: “Qatl-bis-sabab: whoever, without any intention to cause death of, or cause harm to, any person, does any unlawful act which becomes a cause for the death of another person, is said to commit qatl-bis-sabab.”

Section 337/H-2 reads: “Whoever does any act so rashly or negligently as to endanger human life or the personal safety of others, shall be punished with imprisonment of either description for a term which may extend to three months or with fine, or with both.”

Section 427 reads: “Mischief causing damage to the amount of fifty rupees. Whoever commits mischief and thereby causes loss or damage to the amount of fifty rupees or upwards, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.”

Remand


A senior police officer said that the police had obtained the remand of Akhtar Baloch from the relevant court till July 28.

“We have nominated Akhtar Baloch, Sohail and Ahsaan in the FIR. Sohail and Ahsaan are absconding and we are conducting raids to nab them,” he added.
