KARACHI, July 18: The land, revenue and estate committee of the Karachi city government, in its quarterly report for July-September 2006, which itself has been issued late, has said that the land, revenue and recovery departments are not performing their jobs satisfactorily.
The report took into account the three-month performance of the estate, enforcement, and land management departments of the defunct Karachi Municipal Corporation (KMC) and the Karachi Developmental Authority (KDA) respectively and the recovery, public housing, revenue, local tax and katchi abadi departments of the city government.
The report pointed out a delay in lease issuing to the 1,756-acre Cattle Colony in Landhi Town from 1993 till date, depriving the city government of millions of rupees.
The cancellation of leases for 12 petrol pumps, which were cancelled by the City Council on June 1, 2006, has not yet been implemented due to the inefficiency of the land management department.
The department has also failed to arrange a separate meeting between the land revenue and estate committee, legal consultants and occupants of these petrol pumps, who have raised the matter in court due to ‘slow work’ of the department for settlement of the matter, the report mentioned.
The land management department has been held responsible for not providing a validated report of 248 plots’ distribution for the defunct KMC’s workers in Gulistan-i-Mazdoor in 2005, which can prove that the plots have been distributed solely to KMC workers.
The report added that the record of sectors 9-F and 9-E, which are among 21 sectors established by the land management department in Baldia Town, have not been provided to the committee.
‘Dues unrecovered’
The report further criticised the estate department for not collecting dues from defaulters in different markets, especially in the Korangi area, and not devising a policy to reopen the Supermarket in Liaquatabad, Hawkers’ Market in Orangi and Chakiwara Market in Lyari, causing huge financial losses to the CDGK.
The department was also denounced for not proceeding with the construction work on Khadda Market and resolving the court matter of Boultan Market or arranging a meeting between the law, works and services department with the committee.
The committee has no report on the Orangi Project, Land Management I (KDA) and public housing schemes.—PPI
