HYDERABAD, June 28: Mr Justice Amir Hani Muslim of the Sindh High Court, Hyderabad circuit bench, has issued notices to provincial home secretary, Sindh IG prisons and Chief Engineer Building regarding dilapidated conditions of sub-jail of Tando Adam in Sanghar district.

Justice Muslim had visited different jails in the jurisdiction of Hyderabad circuit bench and taken suo motu notices of prisoners’ complaints.

He visited Tandojam sub-jail and during his visit he found condition of the building dilapidated. He issued notices to concerned officials.

The Executive Engineer of Mirpurkhas, Dr Naubat Khan, EDO Revenue Sanghar Kazi Rehmatullah, Mukhtiarkar Tando Adam, Superintendent District Jail Sanghar, Younis Masih, Superintendent District Jail Badin and Superintendent District Jail Dadu Manzoor Ahmed Memon were in attendance.

The court noted that XEN, who was present in court, had not bothered to visit the sub-jail. One of the barracks of that sub-jail is in shabby condition. Its roof had fallen and other barrack of the sub-jail was also in poor condition in which under-trial prisoners were confined. The pillars of other barrack had developed cracks.

There was no whitewash or any other sign to show that the sub-jail was ever maintained by buildings department.

According to in-charge of sub-jail, who is the mukhtiarkar, no funds were ever allocated since 2003 for maintenance of the sub-jail. The XEN buildings, who under law, is to supervise the buildings of revenue department and maintain them could not offer any plausible explanation for maintenance of sub-jail.

The judge was informed that DCO was on emergency duty. The judge treated the matter as part heard and directed office to fix it immediately after vacations of court when appropriate orders would be passed after hearing IG Prisons Sindh, Home Secretary and Chief Engineer Buildings.

The court ordered issuance of notices to them for hearing them. The court said that officials present in court would be in attendance on next date of hearing.
