KARACHI: PQA told to produce allotment record

KARACHI, May 23: The Sindh High Court directed the Port Qasim Authority on Wednesday to produce the entire record about the allotment of commercial and industrial plots on May 28.

The order was passed on two suits and a contempt application instituted by two allottees who were delivered possession of plots allotted to them. Advocate Khalid Jawed Khan submitted on behalf of M/s Sea Gold (Pvt) Ltd that thousands of acres were placed at the disposal of the authority for allotment to industrial and commercial concerns in order to promote exports. No rent or price was charged but the lessees were required to pay development charges, though no development work had been carried out at least during the last two years.

The plaintiff company, the counsel said, was allotted a five-acre plot on payment of 25 per cent of the requisite charges. However, the allotment was cancelled arbitrarily and he moved the court, which asked the plaintiff to pay off the balance and restrained the PQA from creating third party interest in the meanwhile. The amount was deposited in the court but the plot was allotted to Fakhre Alam, son of PQA director-general (finance), in the meantime.

Another plaintiff, Ikramullah, was also not given possession of his plot and it transpired that it had been allotted to the son of Afsar Din Talpur, another PQA director-general. A petition against non-delivery of a plot had also been moved by M/s Wazir Ali Industries, the counsel informed Justice Amir Hani Muslim, who is hearing the plaints.The court summoned Mr Talpur along with the record and allotment policy.
