KARACHI, Feb 23: The Joint Action Committee (JAC) for People’s Rights met on Friday and discussed the code of conduct (CoC) for the regulation and operation of non-governmental organizations (NGOs) proposed by the social welfare and special education ministry.
The JAC, a joint platform for various NGOs, resolved that the proposed CoC was a document replete with ambiguities and unclear terms.
The unclear terms such as ‘good work’ and ‘effective manners’ are sure to hurt the organisations, which are working to improve rights situation in the country, said a JAC spokesperson.
The participants, according to the spokesperson, rejected the proposed code of conduct as a ‘needless move’ by the government to restrict the NGOs’ work. They observed that the CoC was a ‘draconian measure’ aimed at curbing the NGOs in the country. “The powers bestowed on the regulator are against the Constitution and in violation of the fundamental human rights,” it was unanimously agreed.
The meeting also noted that no NGO representative was consulted about the CoC.
The JAC members were of the opinion that in the presence of several existing laws there was no need for another law.
The representatives of Shirkat Gah, Aurat Foundation, WAF, HRCP, Urban Resource Centre, Piler, War Against Rape, Roots for Equity, Citizen, SPO, Takhleeq Foundation, Labor Education Foundation and Aahung attended the meeting.
