38 officers get 2nd plot in two years

ISLAMABAD, Feb 14: Out of 48 BS-22 officers, who were recently given plots in D-12 sector by Prime Minister Shaukat Aziz, 38 are those who had already been allotted land.

Out of them, 24 became owners of two plots within a period of just two years.

These details became public after Federal Minister for Housing Syed Safwanullah placed a list before the National Assembly on Wednesday in response to a question of People’s Party Parliamentarians (PPP) MNA from Dadu Abdul Ghani Talpur during the question hour.

According to the housing minister, each of the officers had been given a plot measuring 600 square yards at throwaway price of Rs2.7 million. According to the list, most of these officers got allotment letters for plots in D-12 on November 2, 2006 with just one stroke of the prime minister’s pen.

Following is the list of those BS-22 officers who were recently allotted plots in Islamabad along with the dates of the allotment of their previous plots: M. Aslam Sanjrani (Oct 12, 2005); Syed Kamal Shah (May 29, 2002); Ejaz Rahim (Sept 3, 2004); Tariq Mahmood (Sept 4, 2004); Syed Jalil Abbas (Sept 5, 2004); Khalid Saeed (Sept 2, 2004), Syed Tariq Ali Bokhari (July 6, 1996); Navid Ahsan (Sept 14, 2004); Mohammad Ismail Qureshi (Oct 30, 2004); Syed Anwar Mehmood (July 25, 1996); Abdul Rauf Chaudhry (Oct 22, 1996); Rasul Bakhsh Baloch (Sept 3, 2004); Mohammad Jamil (Sept 2, 2004); Wakil Ahmed Khan (Sept 21, 1999); Mohammad Abdullah Yousuf (Nov 11, 2005); Sajid Hussain Chattha (Sept 3, 2004); Salim Gul Shaikh (Sept 24, 2004); Ashfaq Mehmood (July 21, 1996); Sajid Hassan (Aug 27, 1999); Javed Sadiq Malik (Sept 4, 2004); Mohsin Hafeez (Sept 2, 2004); Syed Mohsin Asad (May 29, 2002); Mohammad Humayun Farshori (May 29, 2002); Jahangir Bashar (Sept 2, 2004); Tanwir Ali Agha (Sept 9, 2004); Riaz Mohammad Khan (July 6, 1996); Maj (retired) Malik Asif Hayat (Aug 25, 1996); Mansoor Ahmed (Sept 4, 2004); Mohammad Shakil Durrani (Dec 20, 2005); Syed Masood Alam Rizvi (Sept 11, 2004); Aleem Mahmud (Sept 9, 2004); Sohail Safdar (Sept 9, 2004);, Syed Asif Shah (May 29, 2002); Farrukh Qayyum (Nov 25, 2005); Mohammad Ziaur Rehman (Oct 17, 1996); Shahzado Sheikh (June 3, 2002); Kamran Rasul (Sept 3, 2004) and Mohammad Akram Malik (Sept 11, 2004).

Following are the officers who possess one plot in the capital: Shahid Rafi, Ismail Hassan Niazi, Ahmed Waqar, Maj (retired) Mohammad Naeem Khan, Waqar Masood Khan, Tariq Aziz, Lt- Gen (retired) Tariq Waseem Ghazi, Sher Afgan Khan, Syed Bilal Ahmed and Sharif Ahmed.

The process of plots’ allotment seems to be continuing as earlier in response to a similar question by MMA Senator Prof Khurshid Ahmed on January 24, Mr Safwanullah had informed the house that 47 grade-22 officers were allotted plots in D-12 sector by the prime minister. However, in just a period of 20 days, another officer became a proud owner of another plot.

Meanwhile, the opposition members staged a token walkout from the National Assembly when presiding officer M.P. Bhandara did not allow them to ask some supplementary questions from the housing minister.

The opposition members wanted to know the criteria for the allotment of these plots. They criticised the government for giving away precious plots to bureaucrats and causing a huge loss to the national exchequer.

Instead of explaining the criteria, the minister said in the past too the prime ministers had allotted plots in a similar fashion. He admitted that the plots were not allotted under regular rules of the Capital Development Authority (CDA), saying that these had been given to the federal secretaries by the prime minister who used his discretionary powers.
