Abrupt transfer of SHOs affects police working


ISLAMABAD, Jan 5: The Station House Officers (SHOs) transfer before completing three-year term is affecting the collective performance of police. This was stated in a survey report of the National Reconstruction Bureau (NRB). It said the SHOs are transferred for political, administrative and other reasons. The NRB in its report lamented that the practice was continued even after the local bodies governments system.

The survey, conducted in 337 police stations of the 19 districts of the four provinces, reveals that the SHOs could not complete even a single year. According to the survey, about 44.40 per cent SHOs in NWFP, 67.30 per cent in Punjab, 57.80 per cent in Sindh and 63.10 per cent in Balochistan have spent four or less than four months period at a specific police station.

The SHOs who have spent five to nine months period at a particular police station included 33.9 per cent in NWFP, 26.8 per cent in Punjab, 28.9 per cent and 26.10 per cent in Balochistan.

The SHOs who spent ten months or one year time period at a particular police station include seven per cent in NWFP, 2.2 per cent in Punjab, 5.9 per cent in Sindh and 5.4 per cent in Balochistan.

The survey says that according to the police order 2002, none of the SHO or Inspector could be transferred without any solid reason before completion of constitutional period but the rules are not followed that adversely affecting the police monitoring system.

The 19 districts in which the survey was conducted include six districts of Balochistan comprising Qallat, Mastung, Qila Abdullah, Pishin, Lorali and Quetta, four districts of NWFP including Haripur, Chitral, Upper Dir and Peshawar, five districts of Punjab including Multan, Khanwal, Layyah, Rawalpindi and Faisalabad and four districts of Sindh including Hyderabad, Khairpur, Nowshero Feroz and Dadu.—Online
