KARACHI: PA session adjourned on MPA’s death

KARACHI, Nov 14: The Sindh Assembly session on Tuesday, which is private members’ day, could not take up any legislative business due to death of one of its sitting member Ghulam Nabi Shoro of the Pakistan People’s Party.

When the information of his death was communicated, the house was at the end of the questions hour. Speaker Syed Muzaffar Hussain Shah, who was in the chair, suspended rest of business immediately as per practice of the assembly. Before the chair called it a day as a mark of respect for the late MPA around 12.45pm to reassemble on Wednesday at 10am, Nasrullah Shaji of the Muttahida Majlis-i-Amal led the prayer.

Earlier, the house was called to order by the speaker at 11.35am behind an hour-and-half of its scheduled time of 10am. Questions hour was taken up soon after Quran and Naat recitation.

On the order of the day, a lengthy business was enlisted including 11 motions to introduce private bills. One of the bills, whose notice was given by Shazia Marri and Dr Mehreen Bhutto, pertains to the Sindh women shelter homes while other bills were Sindh Design and Construction Standards for Buildings and Other Infrastructure Facilities Bill 2005, Sindh Disaster Management Bill 2005, Sindh Regulation and Control (Use of plots and construction of buildings) Amendment Bill 2005, and Sindh Standards for Structures Bill 2005 whose notices were given by Syed Murad Ali Shah.

Sindh Water Management Ordinance 2002 (Amendment) Bill 2005, Sindh Prohibition on Manufacture, Sale, Use, and Import of Polythene Bags Bill 2005 of Shazia Marri , Sindh AIDS Prevention and Control Bill 2006 of Shazia Marri, Muhammad Rafique Engineer, Syed Irfan Ali Shah, Saira Shahliani and Mukesh Kumar; Women Heirship Bill 2006 of Kulsoom Nizamani, Hameedullah Khan, Nasrullah Khan Shaji and Muhammad Yunus Barai; and Sindh Prevention of Gender Harassment at Workplace Bill 2006 of Humera Alwani were also enlisted on the order of the day.

The private resolutions on the agenda were regarding immediate allocation of funds in newly created districts of Sindh for creation of offices of the lines departments notice by Farhad Zaman Jatoi, death of 40 soldiers and 82 civilians in Bajaur and Dargai, introduction of Rozgar Scheme on the pattern of the federal government by Syed Karim Dino Shah Sherazi, Violation of Inter-provincial Water Accord 1991 by Haji Munawwar Ali Abbasi and Making Scrap Tubewells Operational by Syed Murad Ali Shah.

There were 11 private bills for consideration including those pertaining to protection of women rights, provision of proper care of senior citizens, legislation for children in need of care and protection, improvement in health delivery system of public health institutions, amendment to the Dow University of Health Sciences Act 2004, amendment to the Sindh Building Control Ordinance 1979, provision of free medical, engineering and business education to deserving poor students, banning the installation and use of pressure horns, hooters and flash lights by all vehicles in the province, amendment to the Sindh Assembly Members (Salaries and Allowances) Act 1974.

There were three identical motions to introduce the amendments in the rules of procedure of the Sindh assembly while four identical motions were regarding tragedy of Bajaur and destruction of Holy Quran, moved by Hameedullah Khan, Maulana Omar Sadiq, Kulsoom Nizamani and Nasrullah Shaji while Shazia Marri’s motion was about Kalabagh Dam.
