LARKANA, Oct 12: Differences between the district government and the regional manager colleges further deepened when the district nazim called the provincial chief secretary to initiate action against financial malpractices and tampering with the date of birth by the regional manager colleges.

Sources in the district government told Dawn on Thursday that District Nazim Mohammed Bakhsh Arijo in a letter to the chief secretary on October 11, had forwarded an application of Zaib Sario, a resident of Badah town.

He said that the regional manager colleges, Shahnawaz Memon, had tampered with the date of birth which was February 9, 1944, as depicted in the general register of government primary school Lakhidar, Shikarpur.

According to the date of birth, the official was supposed to retire from government service on February 8, 2004.

But he continued to be in service and was drawing monthly emolument without any justification, the letter said.

The nazim called for an inquiry and disciplinary action against him.

The nazim said that the former district nazim of Larkana had also complained against him with the then Chief Secretary of Sindh, Mr K.B. Rind, when the regional manager colleges, Larkana, was holding the post of EDO (education) here.

The former nazim had alleged that he (Shahnawaz Memon) had made illegal transfers and postings.

He had also released Rs2,963,400 in account IV for the distribution of scholarships to the girls students but failed to transfer the same into the respective bank accounts.

The letter was also sent to the provincial local government commission Sindh, chief minister, secretary education and others for appropriate action.

Meanwhile, through another letter, the district nazim relieved Shahnawaz Memon of his additional charge of EDO (education), Larkana, sources told this correspondent here on Thursday.

Larkana EDO (education) Jameel Samejo was asked to look after the work of EDO (education) in addition to his own duties till the regular officer if posted.

Mr Samejo could not take over the additional assignment till Thursday. He is in Karachi for treatment.

watercourses: The Sindh Irrigation Secretary, Mahkumddin Qadri, has urged upon the field officers of National Programme of Improvement of Watercourses (NPIW) to ensure the quality of construction of pucca watercourses in Larkana and Qambar-Shahdadkot districts.

He was presiding over a meeting of officers here on Thursday which reviewed the progress work of cementing the watercourses in both districts.

He asked the watercourse associations working in the two districts for proper utilization of funds.

The project director of the programme Yunis Dhaga informed the meeting that Larkana district’s target was to construct 360 watercourses, while the target for Qambar-Shahdadkot has been fixed at 480.
