KARACHI: Govt asked to make police commissions functional

KARACHI, Oct 6: The notification for constitution of the Public Safety and Police Complaints Commission is not going to deliver unless they are made functional by implementing their recommendations in letter and spirit of the police order 2002.

Stating this, Leader of Opposition in the Sindh Assembly Nisar Ahmad Khuhro pointed out that 11 district public safety commissions had failed to deliver as the recommendations made by the DPSCs were not paid any heed by the concerned authorities.

He recalled that another important part of the police ordinance was to make FIR forms available for the public at the post offices which definitely had facilitated the common man which could not get his FIR registered without greasing the palms of the Moharir followed by investigation by another officer.

Mr Khuhro said he failed to understand why the government was not serious in setting up DPSCs in all districts including Karachi where street crimes and complaints about police excesses had become a routine matter as there were no one check the police. He said the institution of DPSC was created to receive complaints against the police and decide them on merit with the aim of setting up a check and balance system.

In reply to a question, Mr Kuhro said had the government had not freezed the powers of DPSCs and had formed the commissions in 12 other districts, the deterioration in law and order could have been checked. The failure of the government to set up the DPSCs in remaining 12 districts, including Karachi, apparently indicated as if the authorities were not serious in maintaining law and order in the province, particularly in Karachi.

The PPP leader pointed out that Karachi being the largest and most thickly populated city with over 14 million population was more urgently in need of DPSC than any other city .

In reply to another question, Mr Khuhro said the opposition had given the names for formation of the provincial Public Safety and Police Complaints Commission but their names were rejected.

He said had the commission was formed according to the requirement of the police order 2002, the police excesses could be checked provided the powers of the commissions, which were frozen should be restored. But, if the purpose of formation of the commissions was only to bring reforms on record only, the entire exercise of police order 2002 would be meaningless.
