ISLAMABAD, Oct 4: A Dubai-based group has been accused of violating an agreement signed with the National Accountability Bureau (NAB) and failed to allot apartments in Dubai to Pakistan-based applicants Sept 10, some of the victims told Dawn on Wednesday.

They said according to the agreement the ARY Group had to issue allotment letters to applicants who had made full payment.

Similarly, the group had to reimburse the amount by Sep 30 to those who wanted to cancel the deal and get back their deposit refunded.

However, neither the allotment letters were issued nor the deposited money reimbursed.

An official of the ARY Group said the delay in the allotment of flats had been caused by another Dubai-based group, Naheel, which was constructing the flats.

He said the allotments would be made by next month.

Two types of flats had been offered in the scheme – single-bed and studio apartments — with costs of 300,000 UAE dirhams and 200,000 dirhams, respectively.

The ARY management also offered residential visa to those who got apartments in the scheme.

The NAB and the ARY Group signed the agreement in July when the bureau received a complaint that the group had cancelled the allotment of flats in its scheme ARY Residencia without giving any notice.

The affected people demanded that NAB should again intervene and ensure implementation of the agreement.

The number of victims is stated to be 220, of whom 20 have got the refund.

The rest have sent legal notices to the management of ARY luxury apartments asking it to withdraw the cancellation notices or else face litigation.

The victims are of the view that the group wanted to sell the flats to other people after cancelling their current allotments because prices had increased in the real estate market.

At the time of the agreement options had been offered to all the affected people either to get their allotment restored through a staggered payment schedule or to seek 100 per cent refund without any deduction on account of registration fee or any other charges.

The deadline for handing over possession of all the apartments is Dec 31. When contacted, NAB spokesman Brig Nasir declined to comment.

However, he said NAB would facilitate the affected people again if they contacted the bureau.
