NEW YORK, Sept 26: Prime Minister of Azad Jammu and Kashmir Sardar Attiq Khan has said that a negotiated settlement of the Kashmir dispute is achievable.
Addressing the annual coordinating meeting of the Foreign Minister of Organisation of Islamic Conference (OIC) here on Monday night, he expected a vital role by the OIC in the peaceful resolution of the Kashmir dispute.
Lauding the role of the OIC in upholding the just cause of Kashmir, he said, an enabling environment will have to be brought into being for the purpose.
The prime minister said that an honourable, just, fair and negotiated settlement of the Kashmir dispute in not an utopian dream, adding that it is quite achievable.
“It is a contribution from us, Association of Kashmiris with a Kashmir-specific dialogue between India and Pakistan can help things move forward. In this regard we welcome the initiative of the OIC and Pakistan to seek out a peaceful negotiated solution of the Jammu and Kashmir dispute,” he added.
About urgent measures needed to move fast towards a solution, the prime minister pointed out, “to enhance people-to-people contact points and routes are opened, trade and truck service is initiated, detained people are released, unattended prisoners are given relief, human rights are improved, draconian laws are repealed, civil life is restored, at least token withdrawal of military and paramilitary forces from concentrated towns and villages is initiated and Occupied Kashmir is opened to outside organisations like the OIC goodwill mission, Amnesty International Watch.”
Dwelling on South Asian peace requirement, the premier of AJK assured the OIC forum of Kashmiris, sincere desire to bring about a peaceful settlement of the Kashmir issue and said, like others we too hope for a better future for us, for the whole region of South Asia, for the people of Pakistan and of India.
That is why we prefer a frame of the Kashmir settlement which ensures restitution of self-determination right to Kashmiris and a win-win situation for all parties involved in the dispute.
Appreciating the OIC’s role, he said: “The OIC balanced approach in finding a just solution to the Kashmir issue has always been welcomed by us. However, the emphasis should be on keeping the process of negotiations moving and not immediate results.”
He said: “We expect that the good officers of the OIC forum will certainly prove fruitful in generating an understanding in South Asia which ultimately culminates in a final resolution of the Kashmir dispute.”
He welcomed the Havana decision of Pakistan and India to resume composite dialogue. “We ourselves wish to contribute to the peace process in the region,” he added.
Lauding new ideas of demilitarization and self-governance by President Musharraf, he said that the majority of the people of Kashmir welcomed the fresh ideas.
He said that peace was a requirement of the entire South Asia which had already witnessed heavy bloodshed flowing down its rivers and ridges.
AJK Prime Minister thanked the OIC forum for accommodating his 10-point proposal on Kashmir as part of the OIC proceedings and proper consideration of them all.—Online
