Fiscal laws review likely for devolution

ISLAMABAD, Sept 2: The government has decided to review fiscal laws at the national, provincial and district levels in order to prepare proposals for a new administrative structure and systems in the country.

Official sources told Dawn on Saturday that President Gen Pervez Musharraf had tasked the National Reconstruction Bureau (NRB) to propose an improved administrative structure ensuring fiscal devolution from the centre to provinces to local governments.

The NRB will identify and remove lacunas that have prevented the government from taking the devolution programme to the grassroots level.

The NRB plans to hire consultants to recommend new measures. These consultants will be asked to examine effectiveness of accounting and internal control systems at the provincial level.

The consultants will also be responsible for ensuring quality advisory and implementation support to achieve fiscal devolution.
