KARACHI: HSC exams marred by malpractice, says SPLA


KARACHI, June 12: The Sindh Professors and Lecturers Association on Monday accused the Board of Intermediate Education Karachi of committing huge irregularities before and during the HSC Science and Commerce group exams and demanded authorities concerned to launch judicial inquiry to probe into the allegations.

A SPLA meeting, chaired by Prof Mirza Athar Hussain, discussed the report of its information cell which monitored the exams. According to the report, the HSC Science and Commerce group exams were marred by mismanagement, corruption and irregularities.

The SPLA alleged that board officials committed grave irregularities during preparations for the HSC exams, as the examination centre for students of Nazimabad and Defence were shifted to Malir in exchange of heavy sums of money only to facilitate the use of unfair means during the exams.

Similarly, the examination centres were set up in buildings without basic facilities like water and electricity while exam forms were received even a day before the start of exams although as per BIEK rules, forms could not be submitted within 40 days before the commencement of the exams.

Heavy sums of money were extorted from candidates for receiving their exam forms a day before the start of exams so that the centres could be set up as per their aspirations while a large number of candidates were awarded “dual roll numbers”.

The SPLA further charged that although the first year students were allotted enrolment numbers during their admissions in colleges or before filling the exam forms so that enrolment numbers could be written on exam forms, enrolment numbers were neither allotted nor enrolment cards were issued to students even after the commencement of exams.

It further charged that inadequate number of question papers was dispatched to exam centres, compelling exam authorities to get them photocopied from outside shops, which resulted in leakage of exam papers. The question paper of Chemistry was full of mistakes, which created immense problems for students all over the city, the office-bearers of SPLA alleged.

According to the information cell report, Physics and Accounting question papers leaked a day before commencement of exams and candidates were found purchasing question papers for Rs50 to Rs200 a day before their commencement.

Similarly, answer sheets were provided to outside elements who took the exams in bungalows in various areas of the city while at exam centres, solved papers, written answers and books were provided to candidates appearing in the exams in the presence of vigilance teams.

The SPLA alleged that incidents of impersonation cases increased manifolds during the ongoing exams but vigilance committees did not take any action against impersonators and only exam staff deployed at Gulshan-i-Iqbal and Quaid-i-Abad colleges sent some such cases to the intermediate board for action.

It further charged that answer scripts remained at S.M. Arts and Commerce College and D.J. Science College till 11pm and students remained filling them with the help of books and notes. No action was taken against the culprits although board officials were timely informed of the irregularity.

The SPLA meeting expressed concern over huge regularities pointed out by its information cell and demanded the governor and chief minister to appoint a judge of Sindh High Court to probe into malpractice and irregularities in HSC exams and immediately remove all BIEK officials to facilitate the probe and restore confidence of students in the examination system.—PPI
