HYDERABAD, Dec 10: Sindh Chief Minister Dr Arbab Ghulam Rahim has said professional training about investigation and prosecution to police officers is essential to ensure justice to victims and curb crimes.
He was speaking at a police training programme organized by the regional police office, Hyderabad, at the Sindh Museum here on Saturday.
The chief minister said the Sindh police had played a vital role in maintaining law and order in the province and their moral at present was high.
He said many police officers had sacrificed their lives during encounters with criminals. However, he said, there were some black sheep in the police force who were defaming the department. He warned that anyone having links with criminals would not be allowed to work at any post.
He praised Hyderabad RPO Mohammad Bachal Sangri for his efforts for professional and social uplift of police personnel.
Dr Rahim urged police officers to learn professional skills and to proceed with cases on solid proof so that criminals could not take any benefit of their weaknesses and get themselves freed from courts.
He said that to make the prosecution wing more effective it had been divided between home and law departments. He said more funds were being released, especially to the investigation branch, to enable it to cope with the situation.
Dr Rahim said the Sindh government was considering increasing salaries of the Sindh police and bringing it at par with the Punjab police to encourage police personnel and eliminate the bribe culture. However, he stressed upon police to maintain the sanctity of their uniform and restore the writ of law and confidence of people through their work and conduct.
He also asked police officers to acquire more knowledge and professional expertise to get rid of the ‘head munshi culture’ which he said was the main obstacle in dispensation of justice.
He praised artistes who demonstrated police training course in a stage play and announced Rs10,000 cash prize for them.
The RPO in his welcome speech said this was the second training batch of police officers in which one officer from operation and one from investigation branch of each police station in the region was participating. He said the programme had been arranged with department’s own resources.
He said that from lodging of an FIR to preparation of a charge-sheet, all phases of investigation were being taught with modern technology/methodology essential for investigation.
He said due to flaws and preparation of weak cases, criminals were taking benefit and as such only 15 per cent to 20 per cent criminals were being convicted.
Later, talking to journalists, the chief minister made it clear that decision about construction of any dam on the River Indus would be taken after consensus among the provinces.
He said parliamentary leaders from the treasury and opposition sides were reviewing the possibility of a water reservoir on the Indus and a decision would be taken with mutual understanding.
Answering a question, he said the PPO was conducting an inquiry into the Mannu Bheel case and efforts were also being made to resolve the matter with mutual understanding.
