Ombudsman orders case against SI, moharrar

LAHORE, Nov 21: Punjab Ombudsman Abdur Rashid Khan has ordered registration of a criminal case and initiating a departmental inquiry against a Kahna Nau CIA sub-inspector and a Kot Lakhpat Organized Crime Circle moharrar for keeping two students in unlawful detention and torturing them. Complainant Wahid Iqbal submitted that SI Manzoor Ahmed and four other police officials in plainclothes stopped him and his cousin Shahid Mahmood while they were on way to Guru Mangat by a motorcycle on May 17 this year, searched them and deprived them of a mobile phone, ID card and Rs450. They were abused and tortured at the Kahna Nau police station. The police officials later contacted one of their relatives on their mobile phone and he got them released after paying Rs450 to moharrar Sajjad Haider after three hours of confinement.

Commenting on the complaint, the SSP (Operations) submitted that SI Manzoor arrested and brought the complainants to the police station after receiving a telephone call that two suspicious motorcyclists were roaming around near Rehmat Park in Guru Mangat. He denied the bribe charge and submitted that the mobile phone and money recovered from the complainants were returned.

The complainants, however, insisted on their claim in respect of abuse and torture and submitted that the mobile phone and Rs450 were returned only after filing of a complaint against the sub-inspector.

The ombudsman observed in his findings that the complainant had submitted that the sub-inspector arrested him and his cousin illegally without any proper reason and subjected them to mental and physical torture while the moharrar released them after receiving illegal gratification.

He noted that the police claimed to have arrested the complainants on receipt of a phone call but there was no clarification as to who provided the information and why they were under suspicion. Taking the complainants to the police station forcibly and confiscating their mobile phone and cash showed malafide intentions on the part of the police officials.
