Assembly to debate motion on rigging

QUETTA, Oct 13: The Balochistan Assembly on Thursday admitted for debate an adjournment motion tabled by opposition members about alleged use of government resources and rigging in the local government elections.

Speaker Jamal Shah Kakar put the motion before the house, which admitted it without any objection. The speaker fixed Oct 15 for general debate on the motion.

Mir Jan Mohammad Buledi moved the motion on behalf of Kachkol Ali, Abdur Rahim Ziaratwal and Abdul Majid Achakzai, alleging that the ruling parties used government resources and machinery in the elections. The motion said that the government rigged the elections for the success of its favourite candidates.

Mr Buledi and Mr Ziaratwal said the Election Commission had ignored complaints of major political groups, including the Alliance for the Restoration of Democracy, the Muttahida Majlis-i-Amal and the nationalists, which had hurt the trust of people and put the federation’s unity at stake.

Alleging that the elections were rigged throughout the country, the movers of the motion mentioned the acceptance of nomination papers of a non-matriculate candidate for Kech district nazim and changing of the result in Musakhel.

The house approved a resolution of Mr Ziaratwal demanding that the provincial government should pay compensation of Rs200,000 to Rs1 million to the heirs of government servants who die, as is done in Punjab.

The assembly passed a resolution of Sardar Azam Musakhel, demanding provision of funds to the agriculture research farms in the province instead of auctioning them.

Provincial Information Minister Syed Mitiullah Agha presented the Freedom of Information Bill, 2005, however, following objections by opposition members, the speaker referred it to a committee for review. The committee comprises the law minister, the deputy speaker, the advocate-general, Mr Agha and two opposition members.

The house exempted the West Pakistan Family Courts (Balochistan amended) Bill, 2005, and the Balochistan University of Information Technology and Management Sciences Bill, 2005, from Clause 87 of assembly rules of procedure and business.

The speaker summoned the chief executive of the Quetta Electricity Supply Company to his chamber on points of order raised by Deputy Speaker Mir Aslam Bhootani and Mir Shabir Badani, who said Qesco would close 15 power houses running in deficit in the province on Oct 15.
