MUZAFFARABAD, Oct 5: The AJK government on Wednesday suspended a jail superintendent, two assistant superintendents, a surgical specialist and a dispenser for their alleged abetment in the escape of two under-trial prisoners from the district headquarters hospital Kotli about two months ago.
The government also ordered initiation of disciplinary action under Removal from Service (Special Powers) Act 2001, while appointing the additional secretary (prime minister’s secretariat), Mahmood Khan, as an inquiry officer, according to a notification.
The action was taken in the light of findings of a judicial commission of inquiry constituted by AJK High Court Chief Justice Reaz Akhtar Chaudhry on the recommendations of the government. The commission was headed by the additional district and sessions judge Hattian Bala, Mohammad Younus Khan.
Three people belonging to the Jat clan were killed and 10 others were seriously wounded by people belonging to the Rajput clan in the Kala Dab village of district Kotli on Aug 27, 2002 as a result of a long-running feud over a piece of land.
The Kotli police had forwarded cases against 13 people to a court from where eight had obtained bail while the rest were put behind bars.
Two of them, Raja Khizar Hayat and Raja Haq Nawaz, were brought to the DHQ Hospital Kotli on Aug 2 for medical treatment under police custody from where they escaped allegedly with the help of police guards.
Those who have been suspended are Kotli Jail Superintendent Raja Amjad Irshad, assistant jail superintendents Raja Mohammad Younus and Raja Naseer, surgical specialist Dr Mohammad Jehangir and surgical dispenser Sarwar Kiani in the DHQ Hospital Kotli.
The prime minister had directed registration of cases against the prison officials, the dispenser and some others, including the owner of a public call office in Kotli, nominated in the judicial commission’s report.
The premier, sources said, had also directed the home department to submit its report to him within one month in the light of the recommendations of the judicial commission regarding jail reforms.
