Board approves new structure of CBR wings

ISLAMABAD, Aug 11: The Board-in-Council (BIC) has approved a new organisational structure of various wings of the Central Board of Revenue (CBR) headquarters by restricting the officers to staff ratio to three to four.

Official documents available with Dawn showed that the officers and staff in the new structure would be given double salaries as part of re-structuring of the tax administration.

Under the plan, the chairman secretariat would include one slot of special assistant, an officer of BS-19. While the staff members would include two personal secretaries/personal assistants, one lower division clerk (LDC), an upper division clerk (UDC) and six drivers/naib qasids. The ratio of officer to staff is 4:5.

There would be 35 staff members and 16 officers in the Sales Tax and Federal Excise (FE) Wing. The staff would include eight personal secretaries/personal assistants, seven stenos/assistants, 7 LDCs/UDCs and 13 drivers/naib qasids.

The officers would include chief sales tax reform, revenue monitoring and coordination, chief sales tax policy development. There would be six secretaries, one second secretary (SS), one joint director, one computer operator, one system analyst and three computer programmers. The ratio of officer to staff is 2:3.

The administrative structure of CBR would include total 140 lower staff along with 15 officers. The officer to staff ratio is 3:3. The staff would include 9 PAs/PSs; 33 stenos/assistants, 19 LDCs/UDCs, 79 drivers/naib qasids. The officers include one chief, two secretaries, one secretary general and 12 second secretaries.

The Legal Wing would include six officers and 19 supporting staff. The officers and staff ratio is 3:1. The officers include four secretaries and one second secretary. The staff would include four PSs/PAs, six assistants, two LDCs and seven drivers/naib qasids.
