KARACHI: Ibad asks deptts to simplify procedures


KARACHI, Aug 3: Sindh Governor Dr Ishratul Ibad Khan has said that all government departments should make their working procedures simple and bring changes towards betterment as it is being done in the offices of the Accountant-General of Sindh. He was speaking as the chief guest at the inauguration of the Project for Improvement of Financial Reporting and Auditing (PIFRA) Data Center at the A.G. Sindh Office on Wednesday.

The governor emphasised that to make the benefits of economic turnaround in the country reach the common man, everyone would have to work hard.

“This is the need of the hour to see how nations of the world developed themselves and we will have to work hard to join the list of nations who progressed from developing to developed ones”.

He said progress of the country warranted everyone, particularly those in government offices to work wholeheartedly. He said Pakistan was marching on the path of progress and its GDP was going up. Exports were increasing and a visible progress was taking place in the industrial and agriculture sectors and this had been possible due to the contribution by everyone.

The governor described the appointment of focal persons in every department as proposed by Accountant-General of Sindh Zulfikar Ali Qadri a logical proposal. He observed that it would help manage the things with the AG Office through a focal person in Grade 17 and people would not have to run from pillar to post.

He appreciated the establishment of PIFRA and congratulated the A.G. of Sindh for this with the hope that the project would be managed effectively. He said President Musharraf had steered Pakistan to the status of a front-rank leader of the Muslim world.

The government departments and officials had to realize their responsibilities in trickling down the benefits of present economic revival and development. He stressed on the government officials to have a professional approach.

The governor lauded the AG Sindh for and his office performance for their performance despite difficulties. Earlier, Accountant General Zulfikar Ali Qadri informed the governor that despite massive workload and staff shortage, the ratio of complaints against AG Sindh office was only 0.5 per cent.

He said that soon all districts would come online to disburse payments, salaries and pensions. He said that during July 2004 to June 2005, the office received 113,811 bills and of them 102,586 were cleared while 11,225 returned. In May-June 2005 alone, 43,500 bills were cleared.

Mr Qadri said that after the introduction of devolution plan, the AG Sindh office was facing a shortfall of 3,000 employees and requested the governor to take up the issue with the centre.

The AG said this Data Center would record and process the entire financial and accounting transaction taking place in Sindh. The existing server had a hard disk capacity of 110GB and the new HP Integrated Server with 700GB hard disk capacity would replace it.

He said the Sindh government had recently announced a revised pay-scale 2005, and the AG office had arranged payment of salaries under the revised pay-scale. The pay had already been issued to government employees through banks. — APP
