‘SSP capable of inciting violence’: NWFP police find no link to Al Qaeda

PESHAWAR, July 19: The special branch of the NWFP police has cleared a number of outlawed organizations in the province of having any links to Al Qaeda or the Taliban network, well-placed sources told Dawn here on Tuesday. The special branch, which was given the task of collecting information about proscribed organizations, submitted a detailed report on Tuesday to the police high-ups, clearing a number of banned outfits of having links to Al Qaeda or the Taliban network.

Data about activists of two banned organizations — Sipah-i-Sahaba Pakistan (SSP) and Tehrik-i-Nifaz Shariat Mohammadi (TNSM) – was collected under recent instructions of President Gen Pervez Musharraf, the sources maintained.

Only these two outfits were active in the province, while other banned organisations either had weak organizational structure or had no presence here, they added.

The special branch has also given different grades to activists of these organizations according to their positions in their outfit.

The sources said the special branch had placed the SSP higher on its list of organizations capable of creating sectarian violence in the province due to the ability of its leaders to provoke the masses through fiery speeches.

FM CHANNELS: The federal government has directed the provincial home department and the Governor’s Secretariat in Fata to take action against illegal FM radio channels broadcasting religious programmes in the Federally Administered Tribal Areas, sources said.

A number of illegal FM channels are airing religious programmes in tribal regions, particularly in Khyber and Bajaur agencies. So far, the political administration has failed to stop them from airing their programmes.

The sources said a number of illegal radio stations were functioning in Swabi and Dir districts, which air programmes that often promoted religious extremism.

The provincial Home Department, the sources said, had issued instructions to political administration of all the seven tribal regions to take action in this regard.

MEETING: NWFP IGP Riffat Pasha has directed police to seize all such material which could cause sectarian violence and promote religious extremism in the province.

The IGP also issued special directives for keeping a close vigil on the activities of proscribed jihadi outfits and taking stern action against elements fanning extremism and terrorism by publishing hate material.

The instructions were issued at a high-level meeting held to review the law and order situation at the Central Police Office here on Tuesday, said an official statement. Senior police officials attended the meeting

“You must enforce an end to publication and distribution of hate material including pamphlets, booklets and CDS,” the IGP asked senior officials who came from different districts of the province.

Writers, publishers and distributors of such literature must be held accountable in accordance with the law, Mr Pasha remarked.

Those who attended the meeting included Additional IGP (Investigation) Masud Ahmad Paracha, Additional IGP Khurshid Alam Khan, DIG Special Branch Abdul Latif Gandapur, Chief Capital Police Officer Habibur Rahman, DIG Malakand Rao Amin Hashim, DIG Hazara Attaullah Wazir, DIG Kohat Abdul Majeed Marwat, DIG Bannu Syed Abdul Wadood Shah, DIG Dera Ismail Khan Zulfiqar Ahmad Cheema, DIG Mardan Dr Suleman, AIG Traffic, AIG CID and AIG Telecommunication.

The NWFP IG also directed the participants to adopt stringent measures to check promotion of terrorism and take action against those spreading hatred by publishing objectionable material in the form of pamphlets and literature.

The police officers were asked to send the IG a report of their action taken against unscrupulous elements and the progress made in this connection.

The meeting also took certain decisions regarding the overall law and order situation.

The police officers were directed to expedite their efforts and take action against proclaimed offenders, car snatchers and those displaying arms at public places.
