ISLAMABAD, July 11: Rector of International Islamic University (IIU) Justice (retired) Khalilur Rehman Khan has said there must be some procedural and other difficulties in practical application of a law, but hurdles do not mean to abandon the processes of implementation and improvement of a legal system. He was speaking at the inaugural session of the two-day national conference on the ‘Criminal law of Islam; basic concept and practical applications’, organized by the Shari’ah Academy of the university.

Emphasizing the role of lawyers in making a legal system successful, Justice Khalil said the lawyers’ community was to play a key role in the implementation of Islamic law.

He said all the people involved in the process of implementation of a law need to be educated and trained in the philosophy and procedure of the law.

He said some circles had special prejudices and baseless observations about the criminal law of Islam.

IIU President Dr Mahmood Ahmed Ghazi said Pakistan Saudi Arabia, Iran, Malaysia, Brunei, Libya and many other Muslim counties had attempted to implement entire or some parts of the Islamic law.

He said it was an intersecting phenomenon that most of the Muslim countries had initiated the process of islamization of laws from the criminal laws of Islam.

Dr Ghazi said fault in the implementation did not mean to abandon practising a law. He said background of most of the present day justice in Islamic law and jurisprudence was not up to the hallmark.

He said work on Islamic jurisprudence and especially on the criminal law of Islam was the need of the hour.

He said implementation of the work of classic jurists of Islamic law into Urdu and English is the need of the hour.

Dr Muhammad Yusuf Faruqi, the director-general of Shari’ah academy, said proceedings of the conference would be published to facilitate the process of islamization of law.

Concluding session of the conference will be held on Tuesday at 2pm in the auditorium of the Faisal Mosque campus of the university.—PPI
