Raise in salaries notified


ISLAMABAD, July 2: The government on Saturday notified increase in salaries and pensions of federal government employees, with revision in basic pay scales (BPS) and allowances, to be effective from July 1.

The notification is in line with the increase in the salaries and pensions announced in the federal budget for fiscal year 2005-06.

According the notification issued by the Finance division on July 1, the revised BPS 2005 will replace the existing BPS 2001.

The basic pay of an employee in service on June 30 will be fixed in the revised BPS on point to point basis i.e. at the stage corresponding to that occupied by him above the minimum of the BPS 2001.

The corresponding stage for fixation of basic pay in respect of an employee, whose pay was fixed beyond maximum of the relevant scale as a result of discontinuation of move over policy under the BPS 2001 scheme, will be determined on national extension basis i.e. by treating the amount of personal pay drawn by him on 30th June, as part of his basic pay scale. The amount beyond the maximum of the prescribed stage in the revised basic pay scales will be allowed as personal pay.

Annual increment will continue to be admissible, subject to existing conditions, on 1st of December each year. Special Additional Allowance will continue to be admissible at frozen level on existing conditions.

Special Relict Allowance and Ad hoc Relief sanctioned with effect from July 1, 2003 and July 1, 2004, respectively, will stand frozen at the level of their admissibility as on June 30, 2005.

The amount will continue to be admissible to entitled recipients until further orders but it will cease to be admissible to new entrants joining government service on or after July 1, 2005 and to those to whom it was ceased to be admissible under existing conditions.

House Rent Allowance will be admissible with reference to the Basic Pay Scales 2005 subject to the existing conditions.

Medical Allowance will be admissible at Rs425 per month, subject to the existing conditions.

Conveyance Allowance will be admissible on revised rates i.e. Rs340 per month (BPS 1-4), Rs460 pm (BPS 5-10), Rs680 pm (BPS 11-15) and Rs1,240 pm (BPS 16-20).

Conveyance Allowance at Rsl,240 per month will also be admissible to those BPS 21 and 22 officers who are not sanctioned official vehicle.

The government has also revised other special pays/allowances in several categories, including entertainment, daily, transportation/mileage, senior post, additional charge, uniform Anti-Terrorist Squad, PSP uniform, night duty, instructional and contingent allowances, Special Pay on Current Charge, Qualification Pay, Deputation/ Special Pay to PSs/PAs and Washing Allowance for police force.

According to the notification, commutation will be admissible up to a maximum of 35 per cent of gross pension, at the option of the pensioner.

Admissibility of monthly pension will be increased from the existing 60 to 65 per cent of gross pension.

An increase at 10 per cent will be allowed on the amount of pension being drawn by existing pensioners and those who will draw pension under the BPS 2005.

The increases allowed on pension at 15 and 8 per cent with effect from July 1, 2003 and July 1, 2004, respectively, will not be admissible to those who will draw pension under the BPS 2005.

The ministry/division/department/office to which an employee belongs and/or on whose pay roll he/she is borne will obtain an option in writing from the employee within 60 days, commencing from the date of issue of the office memorandum, and communicate to the concerned accounts office/DDO, either to continue to draw salary in the existing BPS or in the BPS Pension/Commutation Scheme 2005 as specified in the memorandum. Option once exercised will be final.

An existing employee, who does not exercise and communicate such an option within the time limit, will be deemed to have opted to continue to draw salary in the BPS and Pension/ Commutation Scheme applicable to him as on June 30, 2005.

All existing rules/orders on the subject will be deemed to have been modified to the extent indicated above. All existing rules/orders not so modified will continue to be in force under this scheme.

An anomaly committee will be set up in the Finance division (Regulations wing) to resolve the anomalies if any, arising in the implementation of the office memorandum. —APP
