NWFP to allocate Rs20bn for uplift: Next year’s budget today

PESHAWAR, June 18: The NWFP government will present its budget for the financial year 2005-06 here on Sunday, projecting its revenue and capital receipts at the highest-ever level of over Rs60 billion and development outlay at over Rs20 billion, according to official sources. The provincial minister finance, planning and development, Siraj-ul-Haq, will announce the budget for the next financial year before the provincial assembly.

Special funds being provided by the federal government and third tranche of the World Bank loan will form the mainstay of the NWFP government’s current expenditure and development outlay for the financial year 2005-06, which would be tabled before the provincial assembly in its budget session commencing on Sunday.

According to official sources, the provincial government’s total revenue and capital receipts would stand at over Rs62 billion during the 2005-06 financial year.

The province would get Rs33.16 billion as its share from the Federal Divisible Pool (FDP) and Rs979 million as straight transfers from the federal government under the heads of royalty on crude oil and natural gas, gas development surcharges, excise duty on natural gas and general sales tax (provincial).

The NWFP’s share on account of subvention (provided in line with the NFC award) has been raised to Rs5 billion for the financial year 2005-06.

In its budget for the financial year 2004-05, the NWFP government had projected an amount of Rs4.5 billion as subvention from the federal government. However, after the provincial government took up the matter with the prime minister the province had been provided Rs5 billion under this head even during the outgoing financial year.

Continuing with the 2004-05 financial year, the province is set to project Rs8 billion receipts on account of net hydel profit.

In addition to the above-mentioned revenue receipts, the provincial government would also reflect Rs5.2 billion capital receipts which it would get from the World Bank to implement structural adjustment credit-III.

More than 50 per cent of total revenue receipts would go to the salary and pension account of the provincial government, an amount of Rs1 billion subsidy which would take care of the cost of transportation of wheat to official godowns from other parts of the country.

General administration, maintenance of law and order, community services, social services and economic services would get the lion’s share out of the total amount to be specified for revenue expenditure.

DEVELOPMENT OUTLAY: Reliable sources said that the annual development programme for the financial year 2005-06 would stand at more than Rs20 billion. The major funding from the amount would be spent on education, health, regional development and urban development sectors.

Schools and literacy department will get Rs2.30 billion, higher education Rs765 million, health 1.22 billion, water supply and sanitation Rs224 million, social welfare Rs35 million, Auqaf/minorities Rs22 million, roads Rs1.38 billion, urban development Rs85 million, building and housing Rs255 million, irrigation Rs687 million, agriculture Rs178 million, forest Rs153 million, environment Rs15 million, tourism Rs70 million, power Rs249 million, industries Rs284 million, regional development Rs1.95 billion, research and development Rs33 million and science and information technology Rs65 million.

Whereas an amount of Rs1.2 billion would be spent under the Tameeray Sarhad programme under which 124 members of the provincial assembly would be given Rs10 million each to identify and carry out development works in their respective constituency during the financial year 2005-06.

An amount of Rs1.5 billion would be spent on development activities under the special programmes funded by the federal government.
