Over Rs996m RCB, CCB budgets unveiled

RAWALPINDI, June 14: The budgets of Rawalpindi and Chaklala cantonment boards for the year 2005-2006, totalling Rs996.210 million, were unveiled here on Tuesday. An amount of Rs622.400 has been allocated for Rawalpindi Cantonment Board and Rs373.810 million for Chaklala Cantonment Board.

A meagre amount of Rs74 million has been allocated for development works of RCB and Rs65.32 million for CCB.

While the lion’s share of the incomes would be spent on non-developmental expenditures like salaries of the staff of the two boards.

An income of Rs332.50 million of RCB is expected to be generated through collection of taxes and of the CCB Rs183.25 million.

Recounting the salient features of the two boards’ budgets at a news conference at the Board’s hall, President of the Cantonment Boards and Station Commander Brig Muhammad Javed said that “no new taxes” had been imposed.

However the budget documents show that water charges and property taxes have been enhanced substantially. The station commander defended the increase saying the move will increase incomes of the two boards to meet the increasing expenditures.

Executive Officer Chaklala Cantonment Board, Dr Masood Chaudhary, member of the Board, Col Ahmad Nawaz, RCB revenue department in-charge Ashraf Qureshi and other officers were also present on the occasion. The water charges have been increased by 100 per cent. The water charges for houses with a covered area of upto 5 marla have been increased from Rs80 to Rs160.

Brig Javed termed the budget “development-oriented” with about 80 per cent allocation for development works in the civilian areas. He said 214 development schemes would be completed in the civilian areas of the cantonment.

The RCB revenue for the year 2005-2006 have been estimated at Rs622.400 million with major chunk of Rs332.500 million to come from taxes and charges; Rs2 million from special acts, Rs96.4 million from property tax and Rs38.5 million revenue from miscellaneous sources, Rs6.5 million from security deposit, Rs35,9 million from extraordinary and debt.

A sum of Rs198.888 million has been allocated for non-development expenditures, with Rs195.75 million for payment of salaries, allowances of the RCB employees.

For contingencies an amount of Rs195.750 million has been earmarked, for miscellaneous, Rs48.050 million; and for maintenance and repair Rs24 million.

A sum of Rs5.8 million has been allocated for projects to be implemented under Tameer-i-Pakistan Programme. A sum of Rs74.03 million has been allocated for projects, to be completed under annual development programme.

The closing balance has been estimated at Rs56.200 million.

CCB: The total revenues for Chaklala Cantonment Board have been estimated at Rs373.810 million for the financial year 2005-06. An amount of Rs153.42 million to come from various charges and taxes. Rs0,7 million will be realised under special act, Rs63.98 million from properties tax, Rs22.275 million from miscellaneous, Rs5 million from security deposit and debts. A revenue of Rs0.6 million will be generated from extra-ordinary.

Of the total estimated income a substantial amount of Rs117.829 million has been earmarked for non-development expenditures for the financial year 2005-06, including salaries. For contingencies a sum of Rs80.807 million has been allocated, for miscellaneous, Rs24.800 million; for maintenance and repair, Rs51 million.

For new projects under ADP a sum of Rs65.321 million has been allocated. An amount of Rs34.053 has been shown as the closing balance for the year 2005-2006.

The station commander said that in order to improve sanitation condition in cantonment areas, one ward each will be privatised in both the RCB and CCB and the staff will be deployed in other union councils.

Some important works to be carried out during the current year are fumigation to kill mosquitoes, dredging of nullahs, supply of new water connections to the residents who do not have the official supply so far, purchase of fire-fighting vehicle, installation of 500 streetlights, construction of new parks one each in Misrial, 501 Workshop, Masjid-i-Noor and Chaklala-3.
