KARACHI, June 11: The ad hoc chairman of the Pakistan Cricket Board (PCB) Mr Shaharyar Khan was once again accused of favouritism less than a year after similar allegations were made against him by Muhammad Naeem who was later sacked as PCB treasurer.
According to documents in possession of Dawn, Mr Razaullah Khan, Manager PCB, pointed out several irregularities in the day-to-day affairs of the board, challenged some appointments made by Mr Shaharyar besides pointing out acts of PCB chairman’s favouritism that eventually led to his unceremonious sacking in last March.
Razaullah has been actively involved in cricket for almost 40 years and during this period he has been council member of cricket board since 1967, toured as assistant manager of national junior teams and played first class cricket.
Razaullah, who also sent copies of these letters to PCB Patron President General Pervez Musharraf while urging him to intervene, was reinstated as Officer on Special Duty last month. He is, however, unlikely to continue his services once his contract expires on June 30, 2005.
In a March 10, 2005 letter NSK/Admin-3/1938 addressed to Mr Shaharyar Khan, Mr Razaullah challenged the appointment of Mr Nasimul Ghani as Regional Development Manager, Karachi, a post equivalent to General Manager with a monthly package of around Rs100,000. Mr Razaullah Khan wrote: “(The) PCB advertised the post of (9) Regional Development Officers in various national dailies. The qualification of the age of the post was required between 35 to 55 years.
“Mr Nasimul Ghani neither applied nor appeared (before the) interview committee. Mr Nasimul Ghani (was) not only appointed from the back door but (was) also elevated as Regional Development Manager at the rank of General Manager.”
In a March 11, 2005 letter NSK/Admin-3/1939 addressed to PCB Chairman under the title “Violation of merit and transparency in PCB - promotion policy”, Mr Razaullah said six PCB officers - Mr Zakir Khan, Mr Mushtaq Ahmed, Mr Asad Mustafa, Mr Subhan, Mr Naveed Iqbal Cheema and Maj (retd) Javed Arshad Khan Manj — were promoted “without any procedure and merit”.
“Mr Zakir Khan was promoted as Senior G.M Cricket Operations while there is no provision for Senior General Manager,” he wrote.
In another letter dated March 8, 2005, Mr Razaullah had identified that Naveed Iqbal Cheema was promoted to General Manager rank with a permanent job though he had retired two years ago as Manager.
“Mr Naveed Iqbal Cheema, who has been elevated as G.M Development, retired two years back because he had crossed the age of superannuation i.e. 60 years but the competent authority favoured him and did not retire him but (instead) elevated him as G.M Development recently,” he said in the letter NSK/Admin-3/1934.
In the March 11 letter, Mr Razaullah also accused PCB chief of favouring his long time friend Abbas Zaidi who was appointed as Director with a salary of Rs180,000 having appointed him as consultant for the Indian visit for Rs.80,000.
“Can you justify to the nation about Rs100,000 increase in salary in one stroke to your close friend? Is the above action of your honour not against merit and transparency?” Mr Razaullah asked in his letter.
