PESHAWAR, Oct 8: The Frontier assembly on Friday unanimously adopted a resolution condemning the killings of innocent people in two incidents of terrorism -- the bomb blast at a gathering held to commemorate the first death anniversary of Maulana Azam Tariq in Multan on Thursday and the blast at a Sialkot mosque on October 1.

The resolution was jointly moved by the Muttahida Majlis-i-Amal, the Pakistan Muslim League, the Awami National Party, the People's Party Parliamentarians, the PML-N, the PPP and the Independent Group.

The terrorists, the resolution said, wanted to pit Muslims against each other. The enemies of Pakistan, it said, were out to destroy religious harmony in the country. The resolution urged the federal and Punjab governments to take stern action against the culprits.

They expressed heartfelt sorrow with the bereaved families. Khalil Abbass Khan of the ANP and Senior Minister Sirajul Haq, Sikandar Hayat Sherpao and other lawmakers in their speeches condemned the incidents of killings and bomb explosions at places of worship.

Education Minister Fazal-i-Ali led the Fateha for the departed souls. At the beginning of the session, members of the treasury benches gave the opposition a tough time by not coming into the hall.

Speaker Bakht Jehan Khan adjourned the proceedings for lack of quorum. Law and Parliamentary Affairs Minister Alhaaj Ayaz Khan, who was present in the house, had drawn the attention of the chair towards the quorum.

Amid protests by the opposition groups, the speaker suspended the proceedings for 30 minutes. Later, on a point of order, Abdul Akbar Khan said the speaker should have followed Rule 201 of the Provincial Assembly Procedure and Conduct of Business Rules.

He said the speaker had made an abrupt decision and did not go by the rules. Highlighting the importance of the session, Anwar Kamal Khan of the PML-N said that the opposition had convened the session to discuss the non-execution of development schemes in their areas.

The speaker, however, stood by his decision, saying he had to suspend the proceedings to avoid a rumpus in the house. "This was the only way to run the house smoothly," the speaker added.

During the question hour, the chair referred a question by Dr Zakirullah Khan to the committee concerned. Dr Khan had accused the forest department of having caused a loss of millions of rupees to the NWFP exchequer by delaying the auction of seized timber logs.

He also criticized the forest department for spending Rs2,337,647 on a two-week training course for officials at a private university in Lahore. Tahir Binyamin Khan speaking on a privilege motion said he had referred some schemes to the EDO (Education), but the official replaced them by the ones proposed by MMA leaders in his constituency.

He said the act had breached his privilege and asked the chair to refer his motion to the privileges committee. However, the mover did not press his motion after an assurance was given by the education minister. Later, the speaker adjourned the session till Monday.
