KARACHI, Sep 2: City Nazim Naimatullah Khan has expressed his deep concern over the slow pace of work on framing of bylaws which was causing a delay in accomplishing the task.
The concern was reflected in a circular issued by the nazim a few days back. It questioned the performance of various CDGK departments in this regard mentioning that since the inception of the city government, only four bylaws could have been framed whereas a number of those pertaining to different departments were pending.
"In the absence of these bylaws, we are unable to determine our ambit of responsibilities, resulting in obstruction in the working of city government," it stated. The city nazim referred to the Section 192 (2) of bylaws of the SLGO-2001, which states: "A zila council, taluqa council, town council and union council may, in its ambit of responsibilities, make bylaws to carry out purpose of this ordinance.
"In particular and without prejudice to the generality of the foregoing power, such bylaws may provide for all or any of matters specified in Part-II of the fifth schedule."
In view of above clauses, the nazim has asked all EDOs to frame the proposed bylaws of their respective departments as per the Part-II of the fifth schedule and submit them with the City Council as per the clause 7(I) (d) of Sindh District Government (Conduct of Business) Rule 2001 within 30 days of the issuance of circular.
Mr Khan pointed out that a number of bylaws had already been framed in SLGO-1979 and were required to be incorporated with appropriate modifications, changes and amendments.
It has been learnt that more than 40 areas have been mentioned in a list, released to EDOs, where bylaws are yet to be framed by departments. A quick review of list shows that most of the areas still without bylaws pertained to public affairs and civic matters. -PPI
