ISLAMABAD, July 28: During the financial year 2002-03, the ministry of women development, social welfare and special education was allocated Rs63.744 million, out of which so far Rs11.936 million have been utilized, official documents showed.

Moreover, ten projects were planned but none of them has been completed. For the celebration of 2003 as Fatima Jinnah Year, an eleven- month scheme was approved at a cost of Rs14 million, but only Rs3.7 million were released for the purpose and the project has been shown as ongoing.

For the establishment of a crisis centre for women in Quetta, a 60-month scheme was approved at a cost of Rs9 million, but no funds were released and the project has been shown as under process.

Similarly, establishment of crisis centre in Kohat is yet to receive any funding. For a water supply scheme for women of district Sanghar, a one-year project was approved on August 25, 2003, at a cost of Rs1.4 million and Rs0.135 million were released and the project is still under process.

Establishment of industrial home for women in rural area at Hotarary Syedan, AJK, by the Hotarary Syedan Welfare Society in Muzaffarabad, was a six-month project costing Rs0.577 million. A sum of Rs0.259 were released for the project which has not been completed.

The construction of women industrial school at Jabra Syedan by Jabra Syedan Women Welfare Society in Muzaffarabad was a one year project costing Rs1.095 million. An amount of Rs0.493 was released for the project, which is still ongoing.

The teacher training institute with a hostel at village Pakowal Rawalpindi by Kashmir Foundation Project was a two-year Rs15.842 million project approved on September 17, 2002. A sum of Rs6.6 million have been released for the project.

Establishment of crisis centre for women in distress in Mianwali was approved on February 26, 2002, at a cost of Rs9.078 million, but no funding has been released in this regard.

When contacted, a senior official at the ministry on condition of anonymity said to get funds released for a particular project was an herculean task and one should not get disturbed over such delays.
