ISLAMABAD, July 1: The Federation of All-Pakistan Universities' Academic Staff Association (FAPUASA) has again resolved to oppose the Higher Education Commission's Tenure Track System (TTS) and Model University Ordinance (MUO) in the public sector universities.
The president of the association, Dr Iftikhar Hussain Baloch, told Dawn on telephone that the federation would counter any move of the HEC aimed to divide teachers' community.
Talking about the outcome of a meeting of the federation's executive council held in Peshawar, he said the participants reached the consensus that the TTS was a conspiracy to divide university teachers and it would not be accepted in its present form.
He said the FAPUASA had also rejected the proposals about the TTS and was of the view that it was incomplete document and an attempt to benefit about 20 per cent university teachers. The executive council, he added, also decided that an attempt to introduce TTS through respective university syndicates would be opposed.
The meeting was informed that HEC chairman Dr Attaur Rehman had backed out of his commitment to hold talks with the federation scheduled for January 31 and February 1, 2 in Islamabad. Instead, after six months Dr Ata issued another version of the TTS and sent it to all vice-chancellors for implementation, he said.
The executive council hoped that the HEC chairman would hold a constructive dialogue with the federation so that positive changes in higher educational set-up could be achieved, he said. He said the council resolved that any attempt to reopen the issue of implementation of the MUO through chancellors' committee would be resisted.
