LAHORE: Exam fee up in PU's deficit budget

LAHORE, June 25: The Punjab University syndicate has approved university's Rs35.279 million deficit budget for the financial year 2004-05. The PU estimates an income of Rs1.341 billion against proposed expenditure of Rs1.377 billion.

The income will be generated through - government grant of Rs346.738 million, other grants worth Rs4.2 million and PU's own resources of Rs819.085 million.

The university expects to earn an additional income of Rs72.743 million from increase in different charges, including examination fee, besides another grant of Rs99.112 million from the government.

On the other hand, the university will spare Rs1.145 billion to meet recurring expenses, Rs214.063 million for teaching and non-teaching departments and essential expenditures, and a sum of Rs17.468 million to be spent on the recommendation of the finance and planning committee.

In order to generate extra resources of Rs72.743 million, the Punjab University has increased charges to be paid by students under the heads of examination fees, self-supporting academic programmes and other charges. The fee increase will become effective from July 1.

The syndicate also approved revised budget estimates for the ongoing financial year showing a deficit of Rs77.549 million. Originally, the university had estimated a Rs62.121 million loss.

According to the revised budget estimates, the university spent Rs1.164 billion against original estimates of Rs1.152 billion, which already reflected a Rs62.121 million deficit.

EXTRA INCOME: The university expects to generate Rs41.056 million from examination fees, Rs12.096 million from examination miscellaneous fees, Rs11.438 million from self-supporting academic programmes, Rs5.304 million from tuition fee, Rs2.66 million from other charges and Rs189,000 from hostel charges.

Under the head of examination fees alone, the PU syndicate approved increase in examination fees for BSc/BCS, BEd, BSEd and LLB Part-III from Rs1,650 to Rs1,815.

For BA, B.Com, B.Pharmacy Part-I and II, BSc chemical engineering Part-I and II, BSc geology Part-I and II students from Rs1,300 to Rs1,430.

For BSc home economics Part-I, II, III and final, MSc, BA fine arts Part-III and MFA and MA fine arts students from Rs1,750 to Rs1,925.

For MBBS first, second, third and final professional examinations, and BDS final students from Rs2,750 to Rs3,025.

For MA, B.Pharmacy Part-III and final, BSc chemical engineering Part-III and final, BA fine arts Part-I and II and BSc geology Part-III and final students from Rs1,550 to Rs1,705.

For LLB Part-I and II students from Rs1,500 to Rs1,650; LLM (from Rs2,650 to Rs2,915) and M.Phil (from Rs5,500 to Rs6,050). The university has also decided to launch DIP/certificate in languages with an examination fee of Rs700.

Under the head of examination miscellaneous dues, the university syndicate approved increase in degree/certificate fee (all types) and enrolment fee from Rs900 to Rs1,000. It also approved hike in late fee from Rs650 to Rs700.

The syndicate also approved increase in admission fee and library service fee for students studying in self-supporting classes from Rs550 to Rs600.

The university did not increase tuition fee but expects to generate extra income of Rs5.3 million owing to increase in the number of students.

The number of scholarships have been raised with an enhanced allocation of Rs33.852 million against current year's Rs21.636 million.

The syndicate also okayed enhanced grants for books, journals and library grants by Rs5.16 million. It approved an additional amount of Rs800,000 for publishing research journals for various faculties. It also earmarked Rs4 million for the purchase of computers and multimedia.

The university allocated Rs6.4 million for the purchase of two new buses for students. Allocation for extending medical cover to employees and students was increased by Rs5,475 million and house requisition for employees by Rs16 million.

The syndicate approved increase in allowances for deans and heads of departments to Rs5,000 and Rs2,500 per month, respectively.

The syndicate also approved enhanced script marking rates for BA/BSc and equal examinations from Rs15 to Rs20 and for MA/MSc and equal examinations from Rs25 to Rs30 per script.

It also allocated Rs8.012 million for the creation of 78 new teaching posts - three professors, seven associate professors, 21 assistant professors and 47 lecturers.

The university has enhanced budget for development works by Rs11.838 million and allocated additional funds of Rs8.363 million for new development works. It enhanced funds for remuneration and conduct of examinations by Rs8.575 million and for telephone/internet by Rs3.592 million.

The syndicate earmarked Rs3 million for the establishment of a TV and Radio Station in the mass communication department besides a sum of Rs1.8 million for the purchase of a van for the Academic Staff Association.
