Rules violated in allotment of 562 houses, says report

ISLAMABAD, March 28: The Estate Office allotted 562 government houses of various categories in violation of Pakistan Allocation Rules (PAR) in 2001, auditor general report 2001-2002 said.
The report said the Estate Office, on the directives of the ministry of housing and works, made the allotments in violation of rule 5,6,7 and 8 of PAR. Under rule 5, government houses can be allotted according to the General Waiting List (GWL), and under rule 6, out-of-turn allotment can be made, but only by the Out of Turn Allotment Committee (OOTAC).
The scrutiny of the Estate Office record showed that out of 582 allotments of different categories, only 14 houses were allotted to federal government servant on the basis of the GWL and six were given on the recommendations of the OOTAC.
The allotments were made on the basis of 10 per cent quota for the housing minister, but it was not determined even by the ministry and the Estate Office. However, according to the housing ministry, in higher category, 113 out of 228 houses were allotted by the previous government, the report said.
As many as 43 houses were allotted with the approval of minister, 46 in accordance with the decision of the federal ombudsman, 47 on the directives of the then prime minister, two on the directives of the then president, three on the directives of last chief executive, and seven on the recommendations the OOTAC, the ministry said.
