HYDERABAD, Jan 28: The City Taluka municipal administration was criticized at the district council session here on Wednesday for failing to provide sanitation facilities and remove encroachments.

The TMA was also accused of corruption by some members during the session which was adjourned to Thursday. Speaking on the occasion, Dr Ayaz Arain painted a grim picture of the TMA affairs and warned that the situation might lead to provoke the people and affect law and order situation in the city.

He spoke of a dispute between union council Nazims and Taluka Naib Nazims and pointed out that some Naib Nazims had accused the taluka Nazim of corruption in awarding the contract of a market of sacrificial animals at the proposed site of a bus terminal.

He alleged that the Sindh Local Government Ordinance 2001 was being violated by the City Taluka Council members and the TMA officials and the responsibility of sanitation work had been handed over to the Naib Nazims through an illegal resolution, adopted by the City Taluka Council.

He said that if attention was not paid, the TMA funds would be looted or go down the drain. Referring to construction of the bus terminal, he said that its map was being continuously changed and alleged that corruption was taking place in the TMA.

Dr Arain was supported by Rana Mehmood Ali Khan who said that legal consultant of the City TMA had given opinion against the bus terminal as it was illegally approved by the City Taluka Council through a resolution.

Demanding an investigation into the TMA affairs, he said that the National Accountability Bureau and Anti-Corruption Establishment should look into the affairs.

He deplored that encroachments had gone unnoticed by the TMA. Rauf Jafri, the internal auditor of the TMA, demanded that the district council should call the City Taluka Council committee on the bus terminal project so that it could be held accountable in case the builder of the terminus ran away.

He also opposed the handing over of sanitation system to UC Naib Nazims and said that removal of encroachments was the responsibility of the district council and the Nazim.

He accused some Naib Nazims of destroying local bodies system with the result that even some sincere Nazims were being blamed for incompetence. Majeed Qureshi rose to clarify his position that he had got nothing to do with the contract of the cattle market as some Naib Nazims had accused him of malpractice.

Q. Hakim said that if TMA had done some anti-people act, it could be set aside by the district council and added that it should be determined as to who was responsible for Nazims-Naib Nazims confrontation. He asserted that the cattle market was to be established in Massu Bhurgari but it was allowed to be established at the site of the bus terminal.
