NWFP to regulate private schools

PESHAWAR, Nov 15: The government has decided to regulate private schools throughout the province and formed a committee to formulate concrete proposals regarding the fee structure and the facilities they offered to the students.

This was decided at a meeting presided over by Governor Syed Iftikhar Hussain Shah here on Friday.

The meeting decided to bring a substantial decrease in the registration as well as annual renewal and affiliation fees of the private educational institutions and advised the concerned authorities to formally notify the new structure soon.

The meeting also decided to waive the term development regulation fee and inspection fee which at present were being received at the rate of Rs10,000 and Rs3,000, respectively, from each school.

The meeting further decided to consider the primary, middle, high and higher secondary wings as well as both boys and girls sections of any school as the single institution. It was also decided that due representation would be given to the management of private schools at appropriate level in the respective BISEs.

Speaking on the occasion, the governor said: “We must protect the interests of the students by ensuring quality education facilities to them and the boards which are the regulatory authorities for the schools in their respective jurisdiction should discharge their responsibilities effectively”. The fees must be based on the quality of facilities as well as the standard of education of the respective educational institution, he added.

SEPARATE SECTIONS: The private schools would soon have separate sections with separate superintendent and clerical staff and the ratio of registration fees of each school would be equal for all the categories, APP adds from Tank.

This was disclosed by the Chairman of the Board of Intermediate and Secondary Education Bannu while talking to a delegation of Private Educational Institutions Management Association comprised representatives from Tank, Lakki Marwat and Bannu and headed by Abdul Sammad Marwat, the Director of Islamic Nizamat Taleem, NWFP, the other day.

The delegation of PIEMA apprised him about the problems faced by the private schools in these areas including the registration fee, examination duties of the private teaching staff of private schools, checking of examination papers, their representation and the removal of fee on the purchase of gazette book and sought his help for the solution of those demands.

The chairman BISE assured them that all the affairs of the private schools would be streamlined through an effective mechanism and they would have their elected representative next year who would take part in devising the policies for the private sector schools.

The teachers in the private schools would also be included to in the examination teams and would conduct the annual exams besides checking the papers.

In every district a six-member committee has been formed which would sanction the opening of a new private school in the district by forwarding its suggestions to Bannu Board and without its approval no new educational institution would work in any district.

Those who attended the meeting included secretary higher education Amjad Shahid Afridi, additional secretary to governor Sikandar Qayyum, the chairmen of BISEs of Peshawar, Abbottabad, Mardan, Swat, Malakand, Kohat and Bannu and the representatives of management of private educational institutions.
