KARACHI: Contract awarding system to be revised


KARACHI, Nov 7: Sindh Governor Dr Ishratul Ibad has directed the revision of present contract awarding and tendering procedure, being adopted for construction and other purposes in public sector, to harmonize it with the new challenges.

He directed the officials concerned to remove ambiguities in this procedure to make it transparent, adding that such complexities and lengthy procedures encourage corruption, and cause wastage of time.

Addressing a high-level meeting at the Governor’s House on Friday, he directed the officials to publish all tender notices in government’s gazette, besides newspapers, to facilitate monitoring of government’s working.

CM’s advisor on Local Government, Wasim Akhtar, Principal Secretary, Brig Akhtar Zami, Additional Chief Secretary, Saleem Khan, DCO Mir Hasan Ali, EDO Works, Shoaib Siddique and others attended the meeting.

Considered low-cost housing schemes, Project Director, Malir Development Project, Amirzada Kohai, briefed the meeting about the ongoing schemes under the project.

The governor directed that while awarding new tenders, it should be made mandatory for contractors to plant saplings along the roads and said that the trend of awarding many contracts to the same contractor be checked, as it might affect the quality of work, besides making it difficult for the contractor to complete the work within stipulated time.

He also approved initiation of a housing scheme in Malir Town.

In line with the direction of President Pervez Musharraf, he stressed upon initiation of low-cost housing schemes on priority basis.

He directed the concerned officers to remove encroachments from their respective areas through a plan.

The meeting was told that reconnaissance of some 20,570 acres of land was completed, while orders had been issued for purchase of satellite equipment.

Regarding the New Malir Housing Project, the meeting was informed that field survey, major road network plan, land use plan and consolidation plan had been completed, while work was underway on allotment of plots and demarcation, besides on internal roads, being constructed under infrastructure designing.

The governor directed the officials to evolve a programme for setting up a hospital and parks in the area for its prompt uplift.

He also said that transparent procedure for auction of public and amenity plots be adopted, while strongly rejecting suggestions for shifting and exchange of some of the plots.—PPI
