RAWALPINDI, Sept 3: At least 45 policemen of the district police have been booked this year on different charges ranging from torture and embezzlement to robbery and illegal detention, source told Dawn on Wednesday.
These policemen include 19 constables, 8 head-constables, one lower head-constable, 5 assistant sub-inspectors, 6 sub- inspectors, one deputy superintendent, 4 inspectors and one stenographer.
A senior official of the district police said before the implementation of the Police Order, 2002, the cases involving the police officials were mostly hushed up.
The figures collected from the police department show that constables Naseer Messiah and Ahmed Nawaz were booked by the Waris Khan police on charges of 420/161/12 on March 7. The challan of the case had been submitted to the court on June 2,2003.
Constable Mohammad Ashraf was booked by Waris Khan police on robbery charges on March 24. The challan of the case had been submitted to the court. Constables Haji Khan, Zakaullah and Hamidullah were booked by the Ganjmandi police on charges of robbery in March. The challan of the case had been submitted to the court.
Constable Mohammad Azeem was booked by the Airport police on charges of embezzlement (section 409 of the PPC) on March 31. Investigation into the charges is in progress.
Inspector Mohammad Sarwar, sub-inspector Mushtaq Ahmed, assistant sub-inspectors Asmatullah and Mohammad Hussain, and lower head-constables Mohammad Latif and Manzar Hussain were booked by the Civil Lines police on charges of entering a house without permission and harassing a woman. An FIR (No 219) was lodged against them under sections 354/452/506/500/149/148 of the PPC on April 5. However, the case was discharged during investigation, the source said.
Similarly, constable Mohammad Waheed was booked by the Banni police on narcotics charges on April 13. The challan of the case was submitted to the court.
Head constable Mohammad Safdar was booked by the Kallar Sydan police on embezzlement charges (section 409). Investigation into the charges is in progress.
Noman, the stenographer to the additional deputy inspector general of police, Rawalpindi, was booked by the Gujar Khan police on charges of misappropriation and tampering with the official record (section 409) on April 25. He is still working with the ADIG as stenographer. Constable Faisal Rehman was booked by the Kallar Sydan police for misbehaviour on May 12. The case was discharged during investigation on May 14.
The figure showed a deputy superintendent of police, inspector Mohammad Arif and sub-inspector Mohammad Ilyas were booked by Sadiqabad police station on charges of blocking the road and giving help in encroachment of a piece of land. The case was registered under section 343/161 on May 14. Investigation into the case is in progress.
Sub-inspector Sohanda Khan and assistant sub-inspector Mukthar Ahmed were booked by the Gujar Khan police on abetment charges (Section 336/109) on May 16. The case was discharged during investigation.
Constables Mohammad Ashraf and Pervez Iqbal were booked by the RA Bazaar police on charges of freeing prisoners while guarding them. An FIR was lodged against the two policemen under sections 223/224 on May 19. Investigation into the case is in progress.
Constable James Salamat was booked by the Waris Khan police under section 324/34 on June 7. The challan of case was submitted to the court.
Moharar Malkhana Waris Khan police station, Safdar Ali, was booked on charges of tampering with official documents (section 409) on June 9. Investigation into the case is in progress.
Constable Mohammad Safdar was booked by the Westridge police on charges of harassing people by firing shots into the air. An FIR was registered under section 337-H on June 12 and the challan was submitted to the court.
Inspector Abdul Razaq Janjua, former SHO Sadiqbadad police station, sub-inspector Allah Bux, assistant sub-inspector Mohammad Mumtaz, head-constables Mohammad Arif, Mohammad Riyaz and Nisar Ahmed were booked by Sadiqabad police station on charges of harassing people and demanding money. An FIR was registered against them on June 17. Investigation into the case is in progress.
Assistant sub-inspector Zahid Zahoor, constable Mohammad Imran and Abdul Rasheed were booked by the Civil Lines police on charges of involving an innocent boy in a fake case. A case was registered against them under sections 167/211/342/451 on June 17. Investigation into the case is in progress.
Inspector Junaid Mumtaz and sub-inspector Amir Hussain Shah were booked by the Taxila police station on charges of 342 on June 19. Investigation into the case is in progress.
Constables Mohammad Arshad and Shabab Mazhar were booked by the Kotli Satyan police on charges of freeing prisoners from police custody on June 21. Investigation is in progress.
Constable Safdar Hussain was booked by the Sadiqabad police station in two separate cases on charges of embezzlement in Malkhana on June 25. Head-constable Mohammad Latif and constable Mohammad Yasin were booked by the Gujar Khan police station on charges of 223/224 on 30 June. Investigation is in progress.
Constable Liaqat Ali was booked by Civil Lines police on charges of molestation and hurling threats on July 11. Investigating officials are grilling the accused.
Sub-Inspector Asghar Ali was booked by Kallar Saydan police on charges of torturing an innocent citizen (342/337) on July 24. Investigation into the case is in progress.
One of the torture cases in which a woman was allegedly kept in illegal confinement by the police for several days is yet to be investigated by the SP Range Crime.
