HYDERABAD, July 26: People’s Party Parliamentarian Senator Dr Abdullah Riyar has said the row over the Legal Framework Order has paralysed the political system of the country.
Speaking at a news conference at the press club here on Saturday, he said the PPP had never accepted one-man rule, whether it was under the PCO or the LFO.
He urged the Pakistan Muslim League-Q leadership to resolve the issue through a dialogue in the larger interest of the country.
He said the decision of the All Parties Conference, which was being held in Islamabad today, in this regard would be announced by later the day. However, he said the PPP would only accept the LFO after it was passed by parliament.
The senator observed that through the LFO, Gen Pervez Musharraf had rendered parliament powerless and Mir Zafarullah Khan Jamali was a puppet prime minister which, he added, was clear from foreign visits of the president. He said the only beneficiary of the LFO was Gen Musharraf.
About the 1991 water accord, the PPP leader blamed Punjab for non-implementation of the agreement.
He recalled that due to misinterpretation of various clauses of the accord by Punjab, the Indus River System Authority chairman solicited the opinion of the federal law ministry. He claimed that the opinion of the law ministry was in conformity with the stand taken by Sindh but it was shelved by the powers.
He called upon Prime Minister Mir Zafarullah Khan Jamali to address grievances of Sindh and implement the telemetry system and the 1991 accord in letter and spirit as it would resolve the dispute over water distribution between the provinces.
Talking about the greater Thal canal project, the senator said the people of Sindh would not allow construction of the canal or other projects on the River Indus.
