QUETTA, July 15: Balochistan Chief Minister Jam Mir Mohammad Yousuf has said the maintenance of law and order was the responsibility of district Nazims, but they were not fulfilling their duties.

Speaking to National Reconstruction Bureau Chairman Danyal Aziz, who called on him here on Tuesday, the chief minister said the provincial government was facing problems in this regard, though the Nazims were obliged to carrying out the tasks assigned to them under the Local Bodies Ordinance.

He told Mr Aziz that despite all this, his government was taking all possible steps for smooth running of the district governments in the province.

No body could deny the importance of the local government system introduced in the country, but the system would take time to flourish, the chief minister said.

He underlined the need to find out a permanent solution to the problems being faced by the province in connection with the implementation of the local bodies government system.

The chief minister pointed out many problems the local bodies system is facing in view of the tribal society of Balochistan.

He said that as for as provision of financial resources to the district government was concerned, the provincial government had allocated 31 per cent share of the Provincial Finance Commission award to the district governments as per recommendations.

The district governments, he said, would also get 2.5 per cent share from the general sales tax.

NRB chief Danyal Aziz on the occasion said he was visiting all the four provinces to meet district nazims, officials of the administration, provincial ministers and members of the assemblies to explain them distribution of powers up to district level and create understanding among them regarding use of powers.

“I am trying to remove ambiguity in use of powers between the administration and district nazims regarding development process, postings and transfers,” he said.

The NRB chief also met with Governor Abdul Qadir and discussed with him various issues including the district government system.
