PESHAWAR, Dec 30: Due to slow execution and procedural delays at district level, round 3,800 schemes could be completed out of 688 approved for the NWFP, under the Khushal Pakistan Programme (KPP), since July 2,000, according to the official sources.

Out of the schemes approved in the financial year, 2000-01, only 57 per cent could get completed.

In spite of receiving the funds for these schemes, the concerned   district governments could not complete the schemes chiefly due to procedural delays in identifying and approving these schemes.

Out of the total approved schemes, some 930 pertained to phase-I   of KPP, meant for year 2000-01, 1,626 planned under phase-II of the KPP spanning from year 2000 to the end of 2001, and around 4,132 micro-level schemes were planned under phase-III of KPP which were meant for the financial year, 2001-02.

According to official sources, against the total estimated cost of Rs3.832bn, approved for the schemes under the three phases, well over Rs3.87bn were released to the district governments.

However, till Nov 30, last, said the sources, out of the total money released to the district governments, a sum of Rs1.27bn was   still unspent, creating doubts about the 100 per cent utilization of the KPP funds by the end of the current financial year.

Last year, too, the district governments could not utilise the total Rs1.5bn KPP funds and the same amount had to be reallocated at the start  of the current financial year.

Out of the 930 development schemes of phase-I of the KPP, some 899 schemes were completed. A sum of Rs552m was utilized out of the total Rs601m released for all the schemes - of which work could be started on 918 schemes.

Similarly, out of the 1,626 schemes approved under phase-II of the programme some 1,242 schemes were completed and a sum of Rs925m was utilized out of the total released funds of Rs1,207m.

Out of the 1,626 schemes work could be started on a total of 193 schemes.

Whereas, out of the total 4,132 phase-III schemes some 1,661 could be completed, till Nov 30, last. A sum of Rs1.123bn was utilized out of the total Rs2.1bn released for the total number of schemes, of which, work could be started on 2,978 schemes.
