RAWALPINDI, Nov 23: The bifurcation plan of the Rawalpindi Cantonment Board (RCB) is awaiting implementation despite passage of more than a year due to red-tape, well-placed sources told Dawn.

The director general military lands and cantonments had given the go ahead, and the GHQ had also issued a no objection certificate in this regard, but the red-tape was a major hurdle in its implementation, the sources said. The plan was to be effective from 31st July 2001.

The sources said the draft of the proposed bifurcation was sent to the law ministry for vetting, but the bureaucracy was sitting tight on the draft, creating confusion about the implementation of the project. On the other hand, the load of work on the cantonment board has been increasing due to increase in population and initiation of electoral process for the local government system in the cantonment. The officials of the cantonment board have been complaining of overload of work and requesting implementation of the projects.
