LAHORE, Oct 30: A division bench of the Lahore High Court on Wednesday held that the standard prescribed for medical colleges could not be revised with retrospective effect.

Justices Tassaduq Husain Jilani and Raja Muhammad Sabir made the observation while accepting the writ petition of a candidate for admission to a medical college in the Punjab.

Petitioner’s counsel Chaudhry Muhammad Zafar Iqbal submitted that the candidates for admissions to the medical colleges were required to secure a minimum of 65 per cent marks for taking an entry test when Quratul Ain appeared in the FSc examination last year. She secured 69.8 per cent marks.

He submitted that the minimum marks for taking the test for admission to medical colleges had been raised to 70 per cent this year, depriving her of the opportunity to appear in it.

He prayed for allowing the petitioner to take the entry test because there was no justification for raising the minimum marks condition with retrospective effect.

The court accepted the writ petition and allowed Quratul Aim to appear in the entry test.

REPORTS FILED: The federal health ministry, Punjab health secretary, health services director-general and chief drug inspector on Wednesday filed their reports on a writ petition, seeking issuance of medical practice permits for allopathic drugs to the unregistered doctors eligible for the same under the prevalent law pending in the Lahore High Court.

Petitioner Malik Rashidzai, the chairman of the Combined Medical Association, has sought issuance of medical practice permits to the unregistered doctors fulfilling the conditions prescribed under the rules and restraining the health department from preventing them from continuing their practice pending the completion of the registration process.

The petitioner has also prayed for implementation of the recommendations of a committee, headed by King Edward Medical College Principal Prof Mumtaz Hasan.

The petition will come up for hearing on Nov 15.
