ISLAMABAD, Oct 9: The government has directed all the ministries and divisions to submit their transitional plans to prioritise various projects for completion before the new government starts functioning.
In a letter, all the federal secretaries and heads of attached departments have been asked to provide their transitional plans to the cabinet division by the end of this week, official sources told Dawn.
The transitional plans would list various development projects and policy decisions which are currently under implementation and the military government wanted to either complete them before transfer of power or have commitment from the new elected government to complete these projects.
The secretaries and heads of various institutions have also been asked to prepare a detailed performance report of their ministries covering three years of policy reforms and project implementation status of the military government’s three-year working.
The sources said the government believed that the pace of completion of projects and policy implementation during the last three years had been exemplary which should be maintained by the elected government.
Through the exercise, sources said, the government wanted to address the question frequently asked by the donor agencies, investors and foreign governments that how the continuity of reform process and policy decisions of the military government would be ensured.
Once the relevant ministries and departments submitted their reports and transitional plans, President Gen Pervez Musharraf would convene a meeting of the federal and provincial cabinets in Islamabad to prioritise various issues and projects according to their importance and set time-bound deadlines for their implementation or seek guarantees from the future government for their continuation.
A senior official of the cabinet division confirmed that various ministries have been asked to provide transitional plans but said the government had already prepared and released a comprehensive long-term perspective plan envisaging all major decisions and development and growth targets that would have to be implemented over the next 10 years.
