SC takes note of ‘generous’ remissions
ISLAMABAD, April 17: The Supreme Court on Wednesday issued notices to the chief secretaries, home secretaries and inspectors general of police to explain why the convicts were granted generous exemptions in jail as large number of them were coming out of jails very early and creating law and order situation.
The court expressed displeasure over the generous grant of exemptions to the convicts by saying that it was one of the factors of deteriorating law and order situation in the country.
Chief Justice Sheikh Riaz Ahmad, presiding over a three-judge bench, observed that law and order situation in the country was worsening due to illegal grants of exemptions to the convicts.
The observation was made during the course of hearing of a case in which a person from Abbottabad, who was awarded life imprisonment, came out of jail after five years.
The counsel for the aggrieved party Dr Babar Awan was asked to explain what was the criterion on which convicts were given exemptions, the counsel said that if a person killed a snake, he was entitled to six month exemption.
Similarly if he killed a scorpion, he would get three month exemption. In the instant case, he said the person who was awarded life imprisonment of 25 years, came out of jail after five years by enjoying all kinds of exemptions.
The SC bench consisted of Chief Justice Sheikh Riaz, Justice Mian Mohammad Ajmal, and Justice Mohammad Nawaz Abbasi.
