KARACHI: Order on police torture

KARACHI, Oct 21: The IG Sindh issued a standing order (No174/2001) on torture/death in police custody, on Sunday.

1. FIR shall be registered on receipt of information of a cognizable offence.

2. The arrest of a suspect on the basis of evidence of his involvement shall take place as per law.

3. On arrest, police shall immediately record the entry of arrest in relevant case file and register.

4. A body search shall be carried out by the senior-most officer present who shall record injuries, if any, on the suspected person, and send such report to SDPO.

5. The investigation process shall be carried out thoroughly on scientific lines.

6. No third-degree method shall be used in any case. SHO and investigation officer shall be personally held responsible for any torture/custodial death and shall be prosecuted as per law.

7. SSP shall on receipt of such information of torture/custodial death proceed against the IO and the SHO as per law, and shall immediately apprise DIG of such happening.

8. SDPO shall also be proceeded against departmentally for ineffective command and supervision of police station staff.

9. On registration of case against defaulting officials, the case shall immediately be transferred to a investigation team, specially set up to investigate such cases at district headquarters. This investigation unit shall work under the supervision of SSP, who shall personally ensure that investigation is finalized on merit and in due course of time.

10. SSP shall also ensure prosecution of the case without any undue delay in order to achieve the target of ensuring justice to victim families.

The order further stated that range DIGs and SSPs of district shall monitor the culture of police station and ensure compliance with these instructions.
